The bacics, objects and means of civil defense

Civil Defense Headquarters of District. The head of the executive authority of the district directs the work of the CD groups on a daily basis through the chiefs of staffs and services. The staff consists of the head of the executive authority of the district and the staff of his departments, offices and other organizations. The staff performs its duties without disconnecting from the main work. The head of the executive authority of the district determines the days (hours) on which these persons will work directly at headquarters, services and facilities.
The number of personnel of headquartes is determined according to specific circumstances. The headquarter may consist of 12-16 people: chief of staff, his deputy, operational-intelligence unit (chief and 2-3 assistants); combat training group (chief and 2-3 assistants); radiation engineering protection group (chief and 1-2 assistants); logistics group (chief and 1-2 assistants).
The main tasks of the district headquarters are: to develop a civil defense plan for the area and organize its implementation; to ensure constant readiness of civil defense forces to protect the population, production and assistance to the affected cities; to inform the population by civil defense signals and ensure uninterrupted control of groups and services; to organize and direct intelligence; to develop and implement measures to protect people and economic facilities from nuclear, chemical and bacteriological, conventional weapons

Emergency situation of natural origin

Humanity has been closely connected with the environment throughout its development. In the 21st century, it is increasingly feeling the problems posed by a highly industrialised society. Emergencies happen at any times in different parts of the world, and they are reported to us from the social media as another tragedy, natural disaster, accident, military conflict and terrorist act. The number of accidents is rapidly increases every year. This means that the number of people affected by emergencies is constantly increasing as the scale of material damage increases.
