The emergency and technical service is organized on the basis of the production and technical departments. It develops and conducts preventive measures to increase the stability of main structures, special engineering networks and communications, emergency works to localize and eliminate accidents, to remove debris and rescue people.

1.9 Civil defense services, forces, their purpose and establishment
The Civil Defense Forces include civil defense troops, emergency rescue detachments, non-military civil defense detachments, as well as various detachments, organizations and agencies involved in carrying out special civil defense tasks under the auspices of ministries, state agencies and heads of executive bodies. authorities.
Non-military groups form the basis of civil defense forces. These are the largest units of civil defense forces involved in peacetime and wartime operations.
Civil defense brigades are created at selected economic facilities in peacetime. The groups are provided with people, clothing, equipment and vehicles at the expense of the organization in accordance with the norms.
Non-military civil defense groups include men between the ages of 18 and 62 and women between the ages of 18 and 55 who are citizens of the Republic of Azerbaijan. Groups do not include persons with disabilities of the first and second groups, pregnant women and women with children under the age of 8 years, as well as women with secondary and higher medical education who have children under the age of 3 years.
Civil defense groups are divided into the following types by subordination and purpose: by subordination - territorial groups and facilities are divided into civil defense groups.
By their duties:
General purpose civil defense detachments, service detachments (special purpose detachments), and specialized detachments at chemically hazardous facilities are created at the facilities.
General purpose groups are designed to carry out emergency rescue work at the accident site to eliminate the consequences of natural and man-made accidents. Assembling brigades (groups), emergency rescue brigades (brigades, detachments), assembling-mechanical brigades (brigades) are general-purpose brigades.
In order to provide operational management of site preparation and planning of civil defense activities, a staff of 3-5 persons is created at the sites (provided that the incoming staff members are not disconnected from their main positions.) ).
Civil defense detachments of the region. The following groups are established at the enterprises and cities of the region:

  • rescue detachments (teams);

  • reconnaissance groups (ranks);

  • radiation control posts;

  • communication groups;

  • medical detachments;

  • firefighting teams (units);

  • public order detachments (teams);

  • neutralization teams (groups);

  • agricultural animal and plant protection teams (groups).

Ambulance detachments, anti-epidemic mobile brigades, specialized medical brigades (brigades), and medical service units (managed base hospitals, triage and transfer hospitals, central and profile hospitals) based on treatment and prevention units in rural areas and medical facilities redeployed from the city.


The rescue detachment consists of 2-4 teams and is the main civil defense detachment of the facility. The rescue detachment is designed to search for victims, evacuate them from avalanches, destroyed shelters and buildings, provide medical assistance, and transport them from the affected area.
In one shift (8-10 hours) rescue detachment can perform one of the following tasks: evacuate 600-1200 victims from the scene and transport them to a distance of 250-350 m; evacuate 120-240 victims of the avalanche, from partially destroyed buildings and take them to a distance of 250-350 m; dismantle 60-120 partially destroyed trenches or drilled shelters; 18-36 disassemble the top of the trenche and basement. Detachments are usually provided with engineering and agricultural equipment, as well as reinforced by special forces.
The reconnaissance group consists of 3-5 ranks. The main tasks of this group are to determine the boundaries of the affected area, the nature and amount of debris, the level of radiation, the type of toxins and bacteriological agents. Reconnaissance units determine the location and size of fires, the condition of collapsed and damaged buildings, shelters and refuges, find routes suitable for the movement of equipment and vehicles, collect information on the location of the wounded and perform other work.
Decontamination brigade consists of 2-4 groups and is intended for decontamination of the territory, buildings and equipment. During one working shift 350-600 thousand m2 of area or 80-120 thousand m2 of building can be decontaminated.
Medical detachment (sanitary retinue) - consists of 4-5 workers and is intended to provide first aid to victims of mass trauma. The personnel of the detachment can provide first aid to 2,200-2,700 people in one shift. In the The detachment work with civil defense rescue forces together at the scene of the accident.
Medical detachment - consists of five ranks; It is created on the basis of agricultural and general educational institutions and is designed to provide first aid to victims at the scene of injury.
Observation posts determining the radioactivity of environmental objects are designed to monitor the radioactive, chemical and bacteriological situation at enterprises and facilities, timely detect the onset of poisoning in the fields and inform the civil defense headquarters of the facility.
Civil defense service detachments - special-purpose reconnaissance, medical service, firefighting, communications, dosimetry and chemical control units, etc., namely service groups.
Specialized detachments are created at high-risk facilities (nuclear power plants, those using chemical substances, etc.). Depending on the degree of readiness, some non-military units are on high alert (6-8 hours) and the rest are on daily practice (24 hours).
