The bacics, objects and means of civil defense

1.6 Right of the citizens of Azerbaijan Republic in the field of civil defence
The citizens of the Azerbaijan Republic have the following rights in the field of civil defence:

1. 
   to obtain comprehensive and objective information about necessary safety measures in the areas undergone to emergencies;
   
2. 
   to use the individual and collective means of protection in the areas undergone to emergencies;
   
3. 
   to participate in prevention of emergencies and elimination of their consequences in a duly defined manner;
   

1.7.Civil defense services
To solve the tasks assigned to the Civil Defense, the following services are to be established at facilities with the appropriate base: warning and communications, public order protection, fire fighting, medical, emergency and technical, shelters and shelters, energy and light camouflage, radiation and chemical protection, logistics, transport, etc.

   The warning and communications service is established on the basis of a communications center headed by its chief. Its tasks include notification of emergencies - transmission of civil defense signals and emergency messages

   The Shelter and Refuge Service is organized on the basis of the Capital Construction and Housing Divisions. This service develops a plan for the accommodation of site personnel in protective structures, organizes the construction, ensures the preparedness of shelters and monitors their proper operation, and participates in rescue operations.
   
3. 
   The radiation and chemical protection service (RCDS) is established on the basis of chemical and central factory laboratories. It provides activities to protect site personnel, water supply sources, catering facilities, food stores from radioactive and toxic substances, organizes and prepares formations and agencies for radiation and chemical protection, carries out control of individual and collective protection equipment and special equipment, organizes radiation and chemical monitoring posts (RCS) and performs dosimetry control of exposure and contamination of personnel, carries out activities to eliminate radioactive and chemical contamination.
