1.2. The main tasks of Civil Defense

  Protection of the population from the consequences of accidents, natural disasters and modern means of destruction (fires, explosions, releases of strong poisonous substances, epidemics, etc.);

  Conducting rescue and other emergency operations;

  Search for crashed spacecraft, aircraft, helicopters and other flying machines;

  Evacuating the population from major cities and neighboring localities that are at risk of serious destruction or catastrophic flooding;
  

According to the new Law and Regulation, the general management of civil defense in the Republic of Azerbaijan is carried out by the President of the Republic of Azerbaijan. Civil Defense of the Republic of Azerbaijan is directly headed by the Prime Minister of the Republic and is responsible for its constant readiness to carry out the tasks facing civil defense. The Ministry of Emergency Situations was created under the Cabinet of Ministers of the Republic to plan and organize the implementation of civil defense activities, as well as to monitor their implementation.

Locally, civil defense is directly headed by: - in the Nakhichevan Autonomous Republic - the Prime Minister of the Autonomous Republic; - in economic associations and farms - their heads and entrepreneurs. - In cities, districts, villages and settlements - the heads of the relevant executive authorities and their representatives; These persons are fully responsible for the state of civil defense and it is their duty. They manage through headquarters, services and other public institutions. Local civil defense headquarters are established to plan civil defense measures, to organize the tasks arising from this plan, and to supervise their implementation. Economic facilities (enterprises) play an important role in the civil defense system. Economic facilities (enterprises) play an important role in the organization of civil defense and are a key stage.
The Civil Defense HQ is established under the Civil Defense Administration of the facility; the HQ is the civil defense management agency and is the organizer of all practical civil defense activities at the facility. The staff consists of full-time civil defense officers and non-party officials. Civil defense services are established in the field for special civil defense activities, training of forces and means for this purpose, ensuring the activities of civil defense forces in carrying out rescue and other emergency works. Services play an important role in facilities. They are created on the basis of departments, organizations and laboratories of the institution. Heads of services are appointed from among the chief specialists of the facility, production managers.
