The sustainability of non-productive facilities means the sustainability of the health, education, transport and other sectors in emergency situations.
Stability of facilities. If there is another production site that can replace any site (shop) in the event of an emergency, then the operation of the facilities is considered stable.
Sustainability of the national economy. If the defense capability of the country and the stable operation of vital sectors of the economy are assured, the stability of the republic's economic activity is assured.
