historical  event.  As  a  result,  the  unity  of the  people  began  to 
realize  the  importance  of independence.  It  is  from  this  pers­
pective  analyze  the  conditions  and  objectives  in  this  process 
combining the efforts of the best representatives of the national 
bourgeoisie and the democratic intelligentsia.  Indicated that the 
supporters  of that  unity  among  the  factors  contributing  to  the 
formation  of the  nation,  emphasize  the  importance  of integrity 
culture,  and  linguistic  factors.  In  their  study  culturological 
heritage  language  in  the  context  of the  phenomena  of nations 
and  cultures.  Particular  attention  was  also  given  to  historical, 
cultural  and  ideological  aspects  of the  national  religion.  The 
author also relates to work towards a common Turkic language. 
The  thesis  provides  a  critical  analysis  of  scientific  debate, 
characteristic of the early twentieth century.  Traced the histori­
cal  chronology  of  the  Turkic  idea  of  cultural  unity,  given 
forecasts of the prospects of this idea in the modern era.
The  next  section  is  devoted  to  the  introduction  of  modern 
standards in culture.  Here we study the operations of the progres­
sive intelligentsia, aware of the collective importance of this issue. 
A  comparative  analysis  of  this  problem  in  the  context  of  the 
culture  of the  East-West.  In the  chapter,  the  author reflects  their 
attitude to the current heritage issues, largely ensures the develop­
ment of national  culture.  The  section also is justified the idea of 
the  necessity  of  studying  the  international  experience  of 
integration into the international cultural community.
The monograph analyzed ADR policy in the field of culture 
and  initiatives that  have  taken  place  in the  cultural  field  are  in 
the context of national independence.
The  phenomenon  of culture  is  represented  here  as  a  basic 
principle  of  the  creation  and  strengthening  of  national  state­
hood.  The  chapter also examines the views of cultural ideology 
of  national  statehood.  It  also  examines  the  major  trends  of 
cultural  construction  in the  period  of ADRs.  It  is  noted that in 
this  period,  the  parliament  and  the  government  pay  special

attention  to  the  development  of  science,  education,  public 
education, have achieved notable successes in the cultural field. 
Were  nationalized  educational  institutions  in  different parts  of 
the  country  began  its  activities  at  various  levels  schools,  high 
schools,  girls  'schools,  kindergartens,  teachers'  short-term 
courses,  theaters,  libraries  and  museums,  there  were  societies 
for the  study and promotion of national  culture. University was 
founded,  in order to successfully implement the idea of cultural 
development  and  to  ensure  the  country's  highly  skilled  young 
people  were  sent to  study  in  foreign universities.  In this  sense, 
the  study  reveals the essence  and importance  of reforms in the 
field  of  language,  in  print,  education,  the  arts.  Positive 
developments  in the  cultural  development are  assessed  against 
the  background  of theoretical  and  practical  results  of the  idea 
of  national  independence.  The  author  concludes  that  the 
creation of ADR - an important event in the history  of national 
statehood and development of the consciousness of the people.
In  the  concluding  part  summarizes  the  main  thesis  of the 
research.  Based  on  the  results  of the  study  gives  suggestions 
and recommendations.
