Interregional meeting

COMPOSITE MATERIALS
The key topic of the meeting is to discuss the issues relating to the development and implementation of regional introduction programs for composite materials in the Russian Federation (order of the President of the Russian Federation following after the meeting of the Council under the President of the Russian Federation on economic modernization and innovative development of Russia on October 24, 2012, November 12, 2012 № Pr-3028 (paragraph 8).

The main objective of the meeting is to discuss and develop proposals for the demand stimulation in order to ensure technically and economically efficient production of the composite industry in the Siberian, Far East and Ural federal districts of the Russian Federation, and the experience exchange in the creation of such a system on the territory of the Russian Federation for the period 2012-2014.
Discussion issues:

  • the implementation results of the President’s order after a meeting of the Council under the President of the Russian Federation on economic modernization and innovative development of Russia on October 24, 2012, November 12, 2012 №Pr-3028 (paragraph 8) in the Siberian, Far East and Ural federal districts;

  • experience of the implementation and application of composite materials, structures and products in the sphere of transport infrastructure, construction and housing and communal services, as well as sports and recreation in the Siberian, the Far East, the Ural and other federal districts of the Russian Federation;

  • problems of application of technically and economically efficient composite industry products in the framework of government procurement and the procurement of companies with state participation;

  • federal and regional measures to stimulate the demand for technically and economically efficient products of composite sector companies;

  • quality control and conformity verification of the composite industry in the Russian Federation.

25 innovative regional clusters are formed in Russia by now. The volume of investments generated by the clusters in 2012-2014 exceeded 1 trillion rubles. At the same time, they created only 104 thousand of high-tech jobsites. How to increase the effectiveness of innovation clusters? INNOVATION STRATEGY DEVELOPMENT: PRIORITIES AND NEW STRATEGIES
The strategy of innovative development of the Russian Federation for the period till 2020 have been implementing since 2012. In 2014 the first stage of the Strategy implementation is finished. During this time the costs for technological development has significantly increased in industry, research and development in the country and in the business sector in particular. Russia has strengthened its position in international technological rankings. However, the implementation of the action plan of the Strategy has not provided the achievement of the KPIs. According to the Analytical Center under the Government of the Russian Federation, 45 target indicators are fulfilled to 52%, and 38% of them are not carried out. Only 36% of the basic indicators have reached the target values (and as for 36% of them - there is no data).

How to improve the management of the Strategy? Is it possible to achieve the target indicators of the Strategy in the new reality? And how to do it? Is it essential to define new priorities? What tasks should the Government solve in the nearest future for the implementation of the Strategy?

The latest production equipment becomes much more available. The cost of 3-D printers has fallen to a level affordable for the middle class. What are the effects of additive technologies development? What competences will feature the new generation of enterprises? What are the prospects for the spread of additive technologies in Russia? What limitations prevent widespread adoption of additive technologies? What public policy measures can ensure for Russia a worthy place in the new industrial revolution?
