1867 recruited by Palestine Exploration Fund for Biblical archaeology "reconnaissance", research & excavation in Ottoman Syria & Palestine, Jerusalem's Temple Mount, new age of Biblical archaeology, find was a water shaft, now known as Warren's Shaft & a series of tunnels underneath the Temple Mount. “Letters" were published as a journal. 1870 return to England.

1884 HM Special Comm. command military expedition to Bechuanaland, to assert British sovereignty in the face of encroachments from Germany (also caused by the monarchy?), the Transvaal & to suppress the Boer freebooter states of Stellaland & Goshen who were stealing land & cattle from the local Tswana tribes. Becoming known as the Warren Expedition as 4,000 British & local troops went north from Cape Town & achieved its aims without bloodshed & Warren was recalled Sept. 1885 & appointed a Knight Grand Cross of St Michael & St George (GCMG) 4 Oct. 1885. In 1885 stood for election to Parliament, Liberal candidate in Sheffield Hallam constituency with a radical manifesto, lost by 690 votes, appointed commander at Suakin 1886, few weeks after was appointed Comm. of Police of the Metropolis following Sir Edmund Henderson's resignation. The rationale for selection of Warren is unknown, into the 20th Century heads of Scotland Yard were selected from the military. In Warren's case may be in part by his involvement in discovering the fate of Prof. Palmer's expedition & error regarding his "police work" in that case, as it was a military investigation & not a civil style operation.(Q?s: Stafford / Shepherd – Schoffield – Hyren / Hiram Walker – Neufield – Henderson to Henry / Henry Matthews – Almer / Alstrom / Ostrog – Holmes – Hallam / Palmer?)
The Police in a bad state when Warren took over, suffering from Henderson's inactivity. Economic conditions in London were bad, leading to demonstrations. His men found him rather aloof, although he generally had good relations with his superintendents. At Queen Victoria's Golden Jubilee 1887, then police received adverse publicity after Elizabeth Cass, respectable seamstress was (possibly) mistakenly arrested for soliciting & was vocally supported by her employer in the courts.
Warren, a Liberal, did not get along with Conservative Home Secretary Henry Matthews, appointed a few months after he became Commissioner. Matthews supported Asst. Comm. (Crime), James Monro to remain independent of the Commissioner & also supported the Receiver, _____?, the force's chief financial officer, who continually clashed with Warren. Home Office Permanent Secretary Godfrey Lushington did not get on with Warren. The radical press completely turned against him after Bloody Sunday 13 Nov. 1887, when a demonstration in Trafalgar Square was broken up by 4,000 police officers on foot, 300 infantrymen & 600 mounted police & Life Guards. 1888 introduced 5 Chief Constables, Monro insisted the Chief Constable of (CID), his deputy, should be a friend of his, Melville Macnaghten, but Warren opposed his appointment on the grounds that during a riot in Bengal, Macnaghten had been "beaten by Hindoos", as he put it. This grew into a major row between Warren & Monro with both men offering their resignation. Matthews accepted Monro's resignation, but simply moved him to the Home Office & allowed him to keep command of Special Branch, which was his particular interest. Robert Anderson was appointed Asst Comm. (Crime) & Superintendent Adolphus Williamson was appointed Chief Constable (CID). Both men were encouraged to liaise with Monro behind Warren's back. He responded to criticisms by attacking his detractors in the pages of Murray's Magazine, supporting vigilante activity, which the police on the streets knew was a bad idea, & publicly complaining about his lack of control of CID, which brought an official Home Office reprimand for discussing his office publicly without permission. Warren had had enough and resigned... right before the murder of Mary Jane Kelly 9 Nov. 1888. Warren's resignation hindered the investigation. He had given an order that if another murder occurred, nobody was to enter the scene - a strange turn of phrase as the 4 previous victims had all been found in the open street - until he arrived to direct the investigation. When Kelly was discovered by a rent collector who looked in through the window of her room, the police did not enter the room for 3hrs because, unaware of his resignation, they were waiting for Warren. (Q?s: I think the term to enter the scene means the same for inside & outside, meaning entering the evidential areas - Evidential areas = the scene of the crime – Eddy / Eddowes / Ely - Addie?)

Returned to military duties. Knight Commander of the Bath (KCB) Jan. 7, 1888. 1889 command the garrison in Singapore & quarrelled with the Home Secretary. Returned to England & commanded Thames District 1895 to 1898, promoted Lt-Gen. & moved to the Reserve List.


Sapper led to the formation of a sailing club at the Sch.l of Military Engr. 1812 & later to the development of cutter rowing teams. Construction of a canal linking Thames & Medway rivers 1824 gave the Royal Engineers an inland waterway to practice these skills, with the officer responsible for the canal drawn from the Royal Engineers Regiment. 1899 as Gen. Officer Commanding the Thames & Medway Canal, Warren presented a challenge shield for a championship cutter race on the River Medway against the Royal Navy. The Sapper teams were drawn from members of the Submarine Mining Sch., but when the service was disbanded 1905, the tradition of cutter rowing was continued by the fieldwork squads. The REYC continues to compete against the Royal Navy Sailing Association annually to this day. The club became the Royal Eng. Yacht Club 1846, making it one of the most senior yacht clubs in the United Kingdom. The REYC continues to this day, operating three club yachts and competing on behalf of the Corps at races around the world. The club is one of the oldest sports clubs in the British Army. On outbreak of the Boer War 1899 returned to command 5th Div. of the S. African Field Force. Farwell described the decision to give command to Warren as "an enigma". Jan. 1900, Warren bungled the 2nd attempted relief of Ladysmith, which was a movement over the Tugela River. Farwell highlighted Warren's fixation with the army's oxen & his view that Hlangwane hill was the key to Colenso. He suggested Warren was "perhaps the worst" of the British generals in the Boer War & certainly the most "preposterous". He was described by Redvers Buller in a letter to his wife as 'a duffer' who was responsible for losing him 'a great chance.' Warren was recalled to Britain Aug. 1900 & never again commanded troops in the field, promoted General 1904 & became Col.-Comm. of the Royal Engr. 1905. A book by S. Charles Warren b. Mar. 09, 1868; Boston, Mass., d. Washington, D.C., d. 16 Aug. 1954, lawyer, authority on Am. constitutional law & history. Grad. Harvard Law Sch. & served as Asst. Att. Gen. during World War I. In that office, helped draft the Espionage Act & Trading With the Enemy Act 1917. interest in international law. Warren was a historian, 3 volume book, The Supreme Court in the History of the United States (1922), won Pulitzer Prize 1923 & estab. as a preeminent authority on the Court. A strong nationalist & conservative, Warren rejected Charles Beard's economic interpretation of the formation of the Constitution as well as Beard's analysis of the Supreme Court. He agreed with Beard that judicial review was so well known & normal a function of courts 1787 the framers took for granted. In Congress, the Constitution, and the Supreme Court (1925), Warren urged that Congress free itself from the constitutional straitjacket the justices had imposed on it. Who is Daniel Halse

Det. Daniel Halse b. 1842 in Abbot's Langley, Hertfordshire. Joined City of London Police 1863, retired 1891 m. Margaret 1875, no ch. (Q?s: Dr. Helcl?)

29th Sept. 1888, Daniel Halse acting on orders, directed police officers to patrol the City of London through the night. At 1.58am he was at corner of Houndsditch by St Botolph's Aldgate with Det. Srgt Robert Outram & Det. Edward Marriott heard of the murder in Mitre Square. All 3 proceeded there & Halse shone his lamp upon Eddowe's body. He gave instructions to have the neighbourhood searched & every man (not women) examined. He proceeded to Middlesex St. & then Wentworth St. where he stopped 2 men who gave a good account of themselves. At 2.20am he was in Goulston St. but returned to Mitre Square. he accompanied Insp. Edward Collard to the City mortuary. He was present as the body was stripped & noted that a portion of Eddowes' apron was missing. He returned to Mitre Square with Major Henry Smith & thence to Leman St. Police Station with Det. Baxter Hunt. (An apron would not logically be cut into a peace to wipe a knife as an apron is already just a piece of material, would have just wiped the knife without cutting a piece. Was the piece taken for a reason ?)

On returning to Goulston St. he was shown the spot where the portion of Eddowes' apron was found in the doorway of 108-19 Wentworth Dwellings. He observed the Goulston St. Graffito which he said was "on the black fascia of the wall". He gave directions for the writing to be photographed, however members of Metropolitan Police noted it was sunday morning & the writing may spark a riot against the Jews. Halse suggested that only the top line of the writing be erased & took down wording which he believed was "The Juwes are not the men that will be blamed for nothing".

On the return of Det. Hunt, enquiries were made at all the rooms in Wentworth Dwellings without any resulting leads. On retirement, Halse lived in Hackney, d. Mar. 1894..
