Conclusions and suggestions. New jobs in agriculture are usually found in harvesting in export-oriented agriculture, packing in fruit and vegetable growing. These jobs, even if they exist, are often classified as temporary or seasonal, when in fact they provide permanent employment. Usually, this situation is explained by the construction of greenhouses in rural areas.
At the same time, a number of factors affecting human capital can be seen in agriculture:
• Wage workers are often underpaid, much lower than industrial workers.
• Their employment is often unstable and temporary. Employment problems have intensified as the impact of globalization has led to a shrinking permanent workforce and a more casual and marginalized workforce (often hired through labor contractors or subcontractors).
We consider it appropriate to propose the following measures based on the determined trends in solving the problems of capitalization of human resources in the rural agro-industrial complex:
 reconsidering the issue of increasing wages for specialists with higher agricultural education and working in agricultural organizations located in rural areas at the legislative level;
 state support for financing secondary vocational educational institutions and introduction of digital technologies in the educational process for the purpose of improving agriculture and training personnel;
 to create a mechanism for activating agricultural cooperation of rural schools and technical institutes and higher educational institutions in order to increase the prestige of agricultural labor.
In our opinion, the above suggestions will contribute to the formation of personnel potential of agrarian industry in rural areas, the capitalization of rural labor resources in the agro-industrial complex, and the competition of agricultural producers.
