Literature analysis. Due to the works of T. Shults and G. Becker, representatives of the Chicago School of Economics [1; 2], the concept of human capital was formed in the middle of the 20th century, and the theoretical aspects of its assessment were developed in parallel. However, due to the versatility of the concept of human capital, its generally accepted definition and assessment methodology have not yet been formed. Researchers offer different options for measuring human capital based on the tasks to be solved, in particular, natural, cost and combined methods.
The founders of the theory of human capital are T. Shults and G. Becker. J. Kendrick and R. Eisner calculated the costs of investments in the formation of human capital and proposed to estimate the value of human capital based on the consideration of the costs of its formation.
The valuation method, based on taking into account the value of lifetime income and future income, is based on the works of D. Jergenson, B. Fraumeni, L. Dublin and E. Lotka.
Russian scientists A. Dobrynina, S.A. Dyatlov, R. Kapelyushnikov, A. Koretsky, Yu. Korchagin, M. Kritsky, V. Smirnov, I. Sobolev, E. Tsyrenov, economist by local - scientists K. Kh. , M. Mukhammedov conducted scientific research on the problems of capitalization of human resources [4-5].
Research methodology. The article examines expert estimates and calculations of economists published in scientific literature, reports and reports of research organizations and the Statistical Agency under the President of the Republic of Uzbekistan and the Ministry of Agriculture, as well as materials of periodicals. In this article, the essence, formation and evaluation of the capitalization of human resources in agriculture were studied, and the methods of analysis and synthesis, generalization, and comparative analysis were effectively used.
Analysis and results. The Republic of Uzbekistan has a huge potential for increasing agricultural production, its level of development, success and profitability determine the future of rural areas of the region.
However, the difficulties of development of agriculture and agro-industrial complex for peasants and farmers in many regions are characteristic and not alien.
In the conditions of automation and widespread introduction of modern technologies in agriculture, there is a shortage of highly qualified specialists in the countryside.
Today's trends demand that a good modern farmer should always be a research scientist, a highly qualified person, and an innovator. They forced to establish a new vector of action in the development of agriculture in the villages, thereby giving life to them.
Among the Danube countries, including European and Russian countries, while population reduction is characteristic, steady growth of labor resources is observed in almost all regions of Uzbekistan.
In the period from 2018 to January 2022, the number of permanent residents in our country increased from 32,656.7 thousand people to 35,271.3 thousand people or by 9.2%. Out of this, the rural population is 17,335,500 people, which is 49,1% of the total population, and the total population growth is increasing by 287,100 people in 2021 alone. Or, 1,466,000 people joined the rural population in 2017-2021 [7].
According to the above information, according to A. Smith, human resources are state wealth. A. Smith paid special attention to personnel training as the most important factor in increasing labor productivity. “...Adam Smith understood the vital importance of human knowledge and know-how to the production process much more clearly than modern economists...Economic development is a process that occurs almost entirely in the minds of people. He stated that it is mainly related to education [3].
