Audit of contractor (CCIC) in meeting SCP requirements and commitments
Please confirm your name, status and role with respect to cultural heritage
management within the BTC / SCP project.
1. The Audit Team has been provided with a copy of a Environmental and Social
Management System (ESMS) manual AGT001 1000 EV MAN 00001 Revision U02
dated 22/04/03 and 20/07/04. Please confirm that this document is current and can
be used as the basis for this audit. If a more recent document exists please provide
a copy and indicate changes.
2. According to Environmental and Social Management System (ESMS) the
construction contractor was provided with a course of Archaeology Awareness
(section 6.3.2.2, page 32) and the Contractor shall provide information ,on a monthly
basis,on training conducted and the percentage attendence of staff. Could please
provide us with the information about it. How can The Audit Team get access to the
procedure and a monthly report?
3. The Contractor have developed “Toolbox” talks that highlight specific environmental
and social issues relevant to the upcoming work programmes(ESMS. section
6.3.2.3,page33). Could you please provide us with “Archaeology-including chance
finds” material?
4. According to ESMS (section 6.3.3.1, page 34) one of the key methods of internal
communication are reports .The Audit Team would like to be provided with
Archaeologist watching brief report(table 5, page 38).
5. The primary means of assuring the operational control of contractor executed
activities during the construction phase of the project is through the Contractor
Control Plans (CCPs) (section 6.3.6.1, page 42). Could you please provide us with
report regarding to Cultural Heritage and Arcnhaeology (AGT001-1000-EV-PLN-
00008 ; AGT001-1000-EV-PLN-00011)?
6. The Audit Team noticed information about The Contractor’s self checking and audit
of The Constructor by BTC (ESMS section 6.4.4). What can you say about it? How
can we receive relevant parts of the audit report?
7. According to the ESIA report, an archaeologist will provide constructors with advice
(section 10.3.11). Could you please provide the Audit Team with the text of advice
and signatures of employees being aware of advice?

appropriate mitigation measure will be prepared. The Audit Team would like to get to
know report of this activity.
9. According to CHMP for each of the areas identified a method statement will be
prepared (section1.5, page 8).How can we get access to this document?
10. According to CHMP and SCP’s commitments regarding Cultural heritage protection
a site archaeologist has several functions (section 1.7, page 8, commitment 160) :
“An archaeologist with a watching brief will accompany the construction activities on
the pipeline, and will record the presence of archaeological features. The
archaeologist conducting the watching brief will also advise on procedures to be
followed by the construction supervisor”. What can you say about it?
11. How can you explain “the earliest convenient opportunity” (CHMP: section 1.7.1,
page 8:The discovery will be reported by the Construction Archaeologist to the
Construction Superintendent at the earliest convenient opportunity )?What can you
say about condition of discovery till “the earliest convenient opportunity”?

13. The Audit Team would like to know about estimation criteria, registration, keeping
and community reporting documents of archaeological discoveries of minor

the Audit Team want to look through “induction training” document (CHMP
commitment 159). Could you please provide it to us?
17. According to commitments of SCP (commitment 650) if there are any archaeological
features present and a mitigation strategy will be developed in accordance with the
Cultural Heritage Management Plan (Part 2a, Baseline Appendix).How can the Audit
team get access to a text of the strategy?
18. There is commitment about training for Contractor staff (commitment 685).Please
provide us with documents of training.
19. How is access of tracks to new or existing facilities ensured according to SCP
commitment 685(CHP)?
20. According to commitment 685(CHP) there is mechanism for agreeing stopping work
in the encountering a potential archaeological site during ROW clearance or
excavation activities. How can we get access to this procedure?
