1.3.7. Communique by the Presidency in the Name of the European Unionon the Situation in
Azerbaijan disseminated in Athens and Brussels on January 17, 1994:
“The European Union is deeply concerned at the fact that large-scale fighting has been going on
again in the Nagorno-Karabakh region since mid-December. It would request the opposing parties
to display self-control and not inflict further suffering on acivilian population already sorely tried
by the war.
It reaffirms its support for the principle of the territorial integrity of Azerbaijan and calls for a
peaceful solution to the conflict. Given the danger of internationalization, which could aggravate the
situation, it would urge the parties concerned to cease fighting and implement the relevant Resolu-
tions of the United Nations Security Council.The European Union requests the opposing parties to
resume current negotiations immediatelyunder the aegis of the CSCE Minsk Group and fully backs
those negotiations.”

1.3.5. Communiqué by the Presidency in the Name of the European Union on Nagorno-Kara-
bakh disseminated in Brussels and Bonn on August 5:
The EU applauds the confirmation of the cease-fire in the written form, arranged on 12 May
1994, by Ministries of Defense of Armenia and Azerbaijan, including armed forces of Nagorno-
Karabakh on 27 July 1994.” The step taken by the parties concerned will contribute to the resolution
of the conflict on the basis of concessions.
Thus, the EU calls on the parties to closely cooperate with the Minsk Group of the CSCE and
implement the undertaken commitments in order to achieve a sustainable political resolution. Once
again, the EU fully backs the efforts of the Minsk Group. Confirmation of the cease-fire is not only
the initial stage, but also it represents the crucial endeavor in holding negotiations in order to achieve
a sustainable political resolution. The EU welcomes the intention of the parties on acceleration of
negotiations in August in order to sign a relevant agreement with the presence of the CSCE observ-
ers. The EU calls on the parties to support the two-stage observation mission. Four states align
themselves with this Communiqué.

1.3.5. Communiqué by the Presidency in the Name of the European Union on Nagorno-Kara-
bakh disseminated in Brussels and Bonn on September 15:
The EU welcomes statements made recently by the leaders of Armenia, Azerbaijan, Nagorno-
Karabakh during the visit of the chairman of the Minsk Group of the CSCE, ambassador Eliasson.
The statements make clear the intentions of the parties to abide by the cease-fire until the resolution
of the conflict is made. Moreover, the EU applauds the official statements made by the Armenian and
Azerbaijani governments, including Stepanakert officials.
The EU believes that this step is of paramount importance in strengthening cease-fire and in
dealing with political resolution of the conflict. The EU extends its gratitude to the Minsk Group of
the CSCE for its endeavor that brought about these statements, and backs the significant activity of
the Group in establishment of peace in Nagorno-Karabakh. The EU extends its hope to convene the
Minsk Conference soon.
In the end, the EU hopes that the parties concerned should demonstrate patience in their state-
ments made public. Furthermore, the EU recommends continuing contacts between the parties in
order to create a favorable condition for negotiations. Four states align themselves with this Com-
muniqué.

Declaration by the Presidency of the European Union on condemnation
of “presidential elections” in Nagorno-Karabakh region of the Republic
of Azerbaijan and reconfirmation of the territorial integrity of Azerbaijan
as the underlying principle of the peaceful resolution of the conflict.

Brussels, 2 August 2002
The European Union confirms its support for the territorial integrity of Azerbaijan, and recalls
that it does not recognize the independence of Nagorno-Karabakh. The EU has always emphasized
the need to establish a stable political agreement concerning Nagorno-Karabakh, which should be
acceptable to both Armenia and Azerbaijan. The EU cannot consider legitimate the “presidential
elections” that are scheduled to take place on 11 August 2002 in Nagorno-Karabakh. The EU does
not believe that these elections should have an impact on the peace process.
The Central and Eastern European countries associated with the European Union, the associated
countries Cyprus, Malta and Turkey, and the EFTA countries Iceland, Liechtenstein and Norway,
members of the European Economic Area align themselves with this declaration.
