KAFKASLARDAN OSMANLI DEVLETİ’NE YAPILAN GÖÇLERDE SİNOP LİMANI

Öz
19. Yüzyılda Rusların Kafkaslarda giriştiği egemenlik mücadelesinin sonucunda, Kafkaslara uy-
guladığı politika, özellikle yüzyılın ikinci yarısında toplu göçlere neden olmuştur. Kafkasların
jeopolitik ve jeostratejik konumu, Rusların bölge halkları üzerinde yoğun bir baskı kurmasıyla
bölgede çok ciddi güvenlik problemi ortaya çıkarmıştır. Orta Asya’ya hâkim olabilmek için Kaf-
kasya’ya sahip olup Hazar Denizi’ni bir iç deniz haline getirmeyi tasarlayan Rusya, Karadeniz,
Balkanlar ve Kuzey Kafkasya’da Osmanlı Devleti’ne karşı harekete geçmiştir. Bu doğrultuda sis-
tematik bir şekilde Kafkas halkları üzerinde asimilasyon çabası içine girmiş ve bölgede yaşayan
insanlara kendi hâkimiyeti altına girmeleri ya da bölgeden göç etmeleri dışında seçenek tanıma-
mıştır. Direnenler üzerinde ise hiç çekinmeden katliamlar yapılmıştır. Bu durum karşısında kur-
tulma ihtimali çok az olan Kafkas halkları, Rus mezaliminden kurtulmak için Osmanlı Devleti’ne
doğru bir göç hareketi başlatmışlardır. Yaşanan göç hadisesinde planlı ve düzenli bir hareket ol-
mamış, genellikle bulabildikleri vasıtalarla gelişigüzel bir şekilde ve bir an önce Osmanlı Dev-
leti’ne ulaşmak hedeflenmiştir. Bu nedenle kara ve deniz yolunun her ikisi de kullanılmıştır. De-
niz yolunu tercih edenler, basit deniz taşıtlarıyla Karadeniz liman kentlerine ulaşmak istemişler-
dir. Kafkas göçlerinin bu aşamasında Trabzon limanı başta olmak üzere, Samsun, Ordu, Giresun
ve Sinop limanları da önemli bir işleve sahiptir. Gelen göçmenler için öncelik can güvenliği ol-
duğu için, bölgenin iskân açısından uygunluğu göz ardı edilmiştir. Bu nedenle limanlar bir sı-
ğınma noktası niteliğindedir. Ancak bu limanlara ulaşabilmek de günün şartlarında çok zor ol-
muştur. Çoğu göçmen, yolda hastalık, fırtına ve alabora nedeniyle hayatını kaybetmiştir. Liman-
lara ulaşabilenler içinse Osmanlı Devleti, daimi iskân yerleri belli oluncaya kadar barındırılmaları
yolunda bir yol izlemiştir. Bu açıdan limanlar geçiş güzergâhı niteliğinde olup, limanda fazla
bekletilmeden geçici iskân için elverişli yerlere veya mümkünse doğrudan sürekli iskân mahalle-
rine sevk edilmeleri sağlanmaya çalışılmıştır. Limanlara gelen göçmenler Ordu, Samsun, Sinop

ve İnebolu gibi iskân bölgesine en yakın yerlere götürülmüşlerdir. Bu limanlara çıkan göçmen-
lerden bir kısmı aynı yerde yerleştirilirken, bir kısmı da farklı iskân bölgelerine gönderilmiştir.

Sinop Port in Migrations to the Ottoman State from Caucasia
Abstract
As a result of the struggle for sovereignty of the Russians in the Caucasus in the 19th century, the
policy applied to the Caucasus caused mass migrations especially in the second half of the cen-
tury. The geopolitic and geostrategic position of the Caucasus poses a serious security problem in
the region with the intense pressure of the Russians on the people of the region. Russia, the Black
Sea, the Balkans and the North Caucasus, which have the Caucasus and dominate the Caspian
Sea to dominate Central Asia, have opposed the Ottoman State. In this direction, he systematically
attempted assimilation on the Caucasian peoples and did not recognize the option of people living
in the region except for their domination or immigration from the region. Massacres were made
without hesitation on the resistance. Caucasus who are unlikely to be freed from this situation
have a plan to move towards the Ottoman State to get rid of the Russian atrocities. There has not
been a plan and regular movement in this immigration, and it has been aimed to reaching to the
Ottoman State in an arbitrary and immediate manner. For this reason both land and sea routes
have been used. Those who prefer the maritime route want to reach the Black Sea port cities with
simple maritime transport. Trabzon port, Samsun, Ordu, Giresun and Sinop ports have an impor-
tant role at this stage of Caucasian migration. Since the priority for incoming migrants is safety,
the region has been ignored in terms of occupation. For this reason, ports were like a refuge.
However, it was very difficult to reach these ports in the daylight conditions. Most of them have
lost their lives because of illness, storm and capsizing on the road. For those who can reach the
harbors, the Ottoman State has pursued a new strategy for immigrants’ shelter since their definite
accomodation places have became clear. From this point of view, the ports are in transit and have
been tried to be transported to the places suitable for temporary settlement, or to the permanent
settlement areas, if possible, without delay. The immigrants arriving at the ports were brought to
Ordu, Samsun. Some of the immigrants from these ports were placed in the same place while
others were sent to different islands. The closest places to the islands such as Sinop and Inebolu
