In 2014, finally, the system of institutions of innovation development was formed. The support of innovative companies by the development institutions increased to 25 billion rubles in 2009 and to 196 billion rubles in 2013. Significant results have been achieved in some high-tech industries. Thus, the volume of sales of Russian nanotechnology products has risen from 155 billion rubles in 2011 to 650 billion rubles in 2014. How to improve the efficiency of development institutions investments? Is it necessary to optimize the activities of development institutions? How to increase the transparency of the development institutions activities? And what management mechanisms of development institutions should be introduced in order to increase the effectiveness of support measures for innovative companies?

THE INDUSTRIAL DEVELOPMENT DYNAMICS OF A COUNTRY, A REGION AND THE WORLD
This symposium is structured around the most modern ideas in the field of economy, politics and socio-cultural dynamics of a region, a country and the world. This is an attempt to catch both the dominant and promising development trends. The consideration of the selected clusters of issues requires the high level of expertise. It is necessary to identify the alternatives and the challenges that the world, countries and regions may face. Should a country choose the resource-based development model or industrial, post-industrial, agricultural model? The core problem is the extent to which modernization and innovation match the industrial revolution which is rapidly gathering the pace. The question of the third industrial revolution existence is still rather relevant - whether it is a myth or reality. The cluster of the problem is the degree of inclusiveness of the industrial revolution, and to what extent it can be developed without the presence and with the presence of suitably trained engineers. We need the «new» highly qualified employees who have not just a set of skills and innovative knowledge but also the desire to be creative. The consideration of the development points and prospects of individual industrial areas is of great interest. In other words, the question is - That is, the steel industry or the automotive industry, electrical machinery or mining equipment, aircraft or chemical industry? The topical subject still remains: to what extent will «research and development» contribute to the rapid development of the industrial revolution. Obviously, the industrial revolution can raise the competitive level of a region or a country. But improperly selected priorities may hinder their development. It requires expertise and strategic thinking.

1. Reasons and arguments for the new industrial development, and the role of innovative economy in the world and in Russia.

2. What are the main segments of the modern economy and what priorities should the region choose for its modernized development.

SIBERIAN BIOTECH INITIATIVE
Siberian Biotechnology Initiative (SBI) - a large-scale project that brings together companies and organizations operating in the fields of biotechnology and pharmaceuticals. The aim of the SBI is the recovery and modernization of the biotechnology industry in Russia based on the potential of the Siberian scientific and technological, industrial and educational facilities in the sectors of biotechnology for agriculture, pharmaceuticals, food processing, forestry and ecology.

The tasks of the asks SBI are the following: to give a new breath to the biotechnology industry, to attract effectively the public resources, to show production indicators, worthy the Russian potential in accordance with the objectives set by V. Putin on the development of biotechnology as one of the main areas of high technologies.
