global powers has paramount importance for technology advancement which in the long run may
have problematic impact on the space command and control.
Being as an important element of soft power the social media and internet are playing
essential role in our global system. If you use this soft power in an appropriate way together with
hard power such as military you can create the influential smart power in order to protect peace and
security in the world. In their early stage of 21
st
century, social media
started to spread mostly in
more developed countries such as (North America, Europe, Russia, Japan, South Korea and
Australia) with a high technological power and whose government’s guarantees complete freedom
of expression and communication. Nevertheless, later on social media have started to spread out in
less developed and non-democratic countries, too. The flow of the historical
development later
brings us to the new technologically globalized era. This era generate the new types of information
warfare between hegemon powers such as war for superiority and dissemination of the information.
In the new world reciprocally dependent on each other, it is easy to damage the routine flow of life
with an attack to the computer systems and harm them. The globalized terror organizations may
cause the dimensions of the attacks reach dramatic points by the use of such cyber-attacks.
Paul Jones, a professor at the University of North Carolina and founder of ibiblio.org,
responded: “Television let us see the global village, but the internet let us be actual villagers” [2].
The spread of affordable information
and communication technologies, such as mobile
phones and the internet, has broadened the public sphere and shifted it from the institutional realm
to the new communication space. Globalization starts to modify arguments from the national arena
to the global theater. Social media has been used as a tool to support development of (public
thinking, provide education and knowledge about protection of human rights) and push for social
change and transformation. Despite the growth of information and communication technologies in
the developing world,
in particular mobile phones, some technologies may not be accessible to
disregarded groups, which can reinforce inequalities in society.
