A geopolítica brasileira no alvorecer do século XXI

SEÇÃO III – CONSIDERAÇÕES PARCIAIS

As disparidades geopolíticas e geoeconômicas são características marcantes dos partícipes do projeto da ALCA e constituem o seu maior desafio.

A permanência do Brasil no processo de negociação e, no futuro, na própria ALCA, evitaria o encapsulamento geopolítico e um possível prejuízo econômico ao País, uma vez que os EUA poderiam realizar, também, a formação da Área por meio do alargamento do NAFTA (NAFTA-plus), a partir de acordos bilaterais com os demais países hemisféricos.

Tal manobra enfraqueceria e isolaria o Brasil, com a conseqüente limitação da sua influência no cenário americano. Assim, uma associação com os EUA seria atraente para a maioria dos demais países do continente americano, em face das suas limitadas capacidades industriais e seus fortes vínculos político e jurídico com aquele país, todos muito dependentes do mercado e dos investimentos americanos. Tal situação contribuiria, sobremaneira, para o êxito dessa possível estratégia estadunidense.

Outro aspecto a considerar, no sentido da permanência, é o potencial do mercado a ser conformado na ALCA, onde se concentraria cerca de 44% do comércio exterior brasileiro e 81% dos manufaturados exportados (30). Por isso, uma política radical de não participação do Brasil seria incompatível com a continuidade da economia brasileira.

Por outro lado, a possibilidade de realizar acordos no âmbito da ALADI, caso houvesse decisão no sentido da retirada do País do processo de negociação da ALCA, idéia defendida pelo embaixador Samuel Pinheiro Guimarães, não parece ser, por enquanto, adequada, pois o Brasil não poderia desconsiderar sua condição de membro do Mercosul e as decorrentes obrigações com os demais parceiros desse bloco.

Hodiernamente, ante o cenário geopolítico mundial, não há, na opinião do autor, lugar para açodamentos, radicalismos e parti pris ideológico. Por isso, o Brasil deve, em detrimento de ações eivadas de precipitação, encarar seus desafios com responsabilidade pragmática. Assim, o problema da ALCA não deveria ser examinado somente na esfera dicotômica da discussão: o País poderia se retirar do projeto ou continuaria, sob pena de submeter-se à total influência hegemônica dos EUA.

Portanto, torna-se essencial mobilizar a sociedade brasileira, nos seus diversos segmentos, para o completo debate do tema, no qual a participação da expressão política do Poder Nacional é fundamental. Nesse sentido, concorda-se com o general Meira Mattos, quando afirma que “havendo consentimento nacional formal não há lesão de soberania”.

Com efeito, o Brasil deveria procurar tirar partido da importância que lhe é dada nos próprios EUA, segundo o estudo do CRE pré-citado. Nesse sentido, a valorização da participação do País mereceria ser explorada, pois as possibilidades de êxito da ALCA passam, forçosamente, pelo efetivo entendimento entre ambos os Estados. Na geopolítica hemisférica, mesmo diante de uma política brasileira autônoma, a solução de continuidade nas relações bilaterais não traria vantagem para nenhum dos dois países.

Diante do exposto, é opinião do autor que o Brasil deveria adotar as seguintes linhas de ação:

  Promover debates entre os diferentes segmentos da sociedade brasileira, na busca da definição das melhores condições para o estabelecimento de um acordo que satisfaça os legítimos interesses nacionais;
  

• 
  Utilizar todos os instrumentos acordados nas várias rodadas da negociação, dentre os quais o princípio do single undertaking se revela fundamental (nada estará resolvido até que tudo esteja resolvido);
  

• 
  Concatenar uma política de integração multilateral vis-à-vis os três maiores espaços geopolíticos, a América, a Europa e a Ásia;
  

• 
  Manter o ímpeto na consecução das linhas de ação inerentes ao contexto da integração sul-americana, principalmente quanto ao aprofundamento e ampliação do Mercosul, no sentido de aumentar o poder de barganha do Brasil; e
  

• 
  Incrementar as relações do Mercosul com a União Européia, de modo a consolidar um contraponto geopolítico.
  

Assim, o Brasil deve participar do processo de negociação da ALCA com a independência inerente à sua fisionomia geopolítica. Tal atitude torna-se necessária à solidificação de um espaço de manobra que permita reforçar suas ações na cena mundial e, por via de conseqüência, como citou o embaixador Gelson Fonseca Jr., “viabilizar a construção da chamada autonomia pela participação”.

CAPÍTULO V – CONSIDERAÇÕES FINAIS

A Geopolítica continua sendo, em essência, uma ferramenta a serviço do poder. É mister, portanto, resgatar e incrementar o seu estudo, valorizando os geopolíticos brasileiros e incentivando a formação de “centros de pensamento” livres de influências estrangeiras.

Tal diligência permitiria ao Brasil concatenar, de forma independente, linhas de ação para a sua política externa, e as conseqüentes ações estratégicas, consentâneas com a sua fisionomia geopolítica. Contudo, impõe-se estar atento às intenções das “elites” mundiais, sem parti pris ideológico e, muito menos, apologizar a teoria da conspiração. Todavia, sempre com a convicção de que na política nada acontece por acaso!

Assim, para a consecução de uma ampla inserção internacional, o País deve considerar todas as possibilidades de cooperação, quer sejam de caráter multilateral ou regional, porém priorizando-as em função das tendências do cenário geopolítico. Tal inserção, todavia, deve ser efetuada pacificamente, desprovida de ímpetos hegemônicos e sem alinhamentos com países de índole unilateral.

A integração da América do Sul é uma resposta aos desafios de um cenário globalizado, constituindo-se para o Brasil em um mandamento geopolítico.

Quanto ao processo de negociação da ALCA, o País deve continuar participando até onde for aceitável, sem abdicar da sua soberania e com responsabilidade pragmática.

Por fim, num mundo permeado por assimetrias de poder, um Brasil consciente do seu potencial geopolítico deve assumir uma postura firme, visando projetar-se, soberanamente, no processo decisório mundial.
