it is meant to be a “film the director and at least one of the
producers of which are citizens of the Turkish Republic”.
b) The films should at least be 1,600 ms. long, 35 mm., with optical
sound and fit to be commercially screened in movie theatres.
c) Each film participating in the competitions should have a Work
Operation Document.
d) Participation in other festivals or any awards received from such
do not hinder application for the competition.
5. Appl›cat›on
The producer of the film applies to participate in the competition.
The producer can participate in the competition with as many films
as he wishes. In order for the films applying for the competition to
be promoted to the public and to be included in the Festival
catalogue, the documents listed below should be submitted to the
Festival Centre until Monday, 31 January 2005, 5 P.M., together
with the application forms. The last day for submission of the
copies of the films the participation of which in the competition are
finalized is one week before the Festival, at the latest. The films are
submitted to the Festival Directorate at the ‹stanbul Foundation of
Culture and Arts. The films are taken back from the same place
within a week after the Festival ends.
6. Jury
Films to be screened for the competition are evaluated by a jury
determined by the Consultation Committee of the International
‹stanbul Film Festival. The jury of five members comprises of
Turkish and foreign film producers, directors, cinema writers,
actors, film critics, historians of cinema, members of university and
prominent people in branches of art connected to the cinema.
Films applying for the competition may be assessed by a Advance
Selection Committee determined by the Consultation Committee,
when deemed necessary. In order for the competition to be held, at
least 6 films should compete. If the number of films finalized until
30 January 2004, the deadline for application, does not reach six,
then the competition is not held; the films which have applied are
screened at the Festival out of competition. President of the Jury is
appointed by the Festival Directorate. The jury designates its own
working system. Members of the jury should view the films in
competition, the screening arrangement of which is determined by
the Festival Directorate, within the duration of the Festival, in
formal screenings in movie theatres or in private screenings,
individually or collectively. The Festival Directorate keeps an
observer with no voting rights at the decision-making session of the
jury. The President of the Jury, before the decision is announced,
submits to the Festival Directorate the minutes signed by all
members, together with the justified resolutions.
7. Author›ty
The authority of any resolution concerning subjects not separately
established in the regulations, belongs to the ‹stanbul Foundation
of Culture and Arts. The Turkish film producers and directors of
the Turkish films participating in the program of the International
‹stanbul Film Festival are considered to have accepted the rules of
these regulations.
REGULATIONS OF NATIONAL COMPETITION
INTERNATIONAL 
‹STANBUL FILM FESTIVAL
A National Competition is held among the films screened in the
“Turkish Cinema” section of the International Istanbul Film
Festival.
1. Date
The 24th International ‹stanbul Film Festival will be held between
2-17 April 2005.
2. A›m
The aim of the National Competition is to encourage the realization
of highly qualified films of art in Turkey, to support the
development thereof; to make sure that the qualified products of
the Turkish cinema reach the viewers; to provide for these films to
be screened for international film critics, festival directors,
representatives of distributors and televisions; and thus contribute
to the foreign promotion of the Turkish cinema.
3. Awards
The jury, upon evaluation of the films participating in the National
Competition within the scope of the International ‹stanbul Film
Festival:
Selects The Best Film, Best Director, Best Actress and Best Actor.
a) In the appraisal for Best Film and Best Director, the jury may
present both awards to different films as well as giving both to the
same film.
A monetary prize of 40,000 YTL and a plaque will be presented to
the producer of the Best Film as the “Dr. Nejat F. Eczac›bafl›
Foundation Best Film of the Year” award. This award is given to a
single film.
The jury will also bestow the director deemed appropriate as a
result of the appraisal the 40,000 YTL “Best Director of the Year”
award, and a plaque. This award is also given to the director of a
single movie.
b) The Jury evaluates the starring parts for the Best Actress and
Best Actors branches, in principal. However, these awards can be
given to supporting parts of superb performances. The Best Actress
and Best Actor thus selected are bequeathed an honorary plaque
each, by the IFCA. In addition, the Ministry of Culture and
Tourism will present each a monetary prize of 10,000 YTL.
c) The jury, along with the four main awards, can bestow an
honorary Special Jury Award in any branch contributing to the
composition of the film (script, photography, editing, music, etc.)
apart from the director and the actors. The Special Jury Award
bequeathed by IFCA is not divided; it is given to a single person.
d) The FIPRESCI - Onat Kutlar Award; The jury comprising of the
members of the International Film Critics Association (FIPRESCI)
evaluates the films participating in the National Competition and
selects the best film. Efes Pilsen delivers a monetary prize of
30,000 US dollars to the director of the selected film, to be used in
his next film.
4. Cond›t›ons of Part›c›pat›on
For the films to participate in the National Competition organized
within the framework of the International ‹stanbul Film Festival,
the following conditions are envisaged:
a) Turkish feature films realized between 1 February 2004 and
31 January 2005 can participate in the Festival. By “Turkish Film”

5. Baflvuru
Yar›flmaya kat›labilmek için filmin yap›mc›s› baflvuruda bulunur.
Yap›mc›, yar›flmaya istedi¤i say›da filmle kat›labilir.
Yar›flmaya baflvuran filmlerin kamuoyuna tan›t›lmas› ve Festival
katalo¤unda yer almas› amac›yla, baflvuru formlar›yla birlikte,
afla¤›daki belgelerin 31 Ocak 2005 Pazartesi günü saat 17.00’ye kadar
Festival Merkezi’ne teslim edilmesi gereklidir.
a) Filmle ilgili teknik jenerik bilgileri,
b) Filmin konusunun Türkçe ve ‹ngilizce özeti,
c) Filmle ilgili Türkçe ve ‹ngilizce tan›tma belgeleri ya da bas›n
dosyas›,
d) Filmin yönetmeninin foto¤raf›, özgeçmifli ve filmografisi,
e) Filmden renkli ve siyah/beyaz foto¤raflar,
f) Filmin kopyas›nda ‹ngilizce altyaz› yoksa, elektronik altyaz› çevirisi
için filmin diyalog listesi,
g) Filmin yabanc› konuklara tan›t›m›nda kullan›lmak ve Festival
sonras›nda, Vak›f arflivinde saklanmak üzere, filmin ‹ngilizce altyaz›l›
bir adet VHS video kaseti.
h) Festivalde Türk filmleri ‹ngilizce altyaz›l› olarak gösterilir. Yap›mc›
filminin kopyas›n› ‹ngilizce altyaz›l› sa¤layamad›¤› taktirde Festival
film için elektronik ‹ngilizce altyaz› haz›rlar. Festival bitiminde altyaz›
çevirisi kendisine teslim edilir.
Yar›flmaya kat›lmas› kesinleflen filmlerin son kopya teslim günü,
Festival’in bafllamas›ndan en geç bir hafta öncesidir. Filmler, ‹stiklal
Cad. No: 146’da bulunan, ‹stanbul Kültür Sanat Vakf›’nda Festival
Yöneticili¤i’ne teslim edilir. Festival bittikten sonraki hafta içinde
filmler yine ayn› yerden al›n›r.
6. Jüri
Yar›flmada gösterime sunulacak filmler, Uluslararas› ‹stanbul Film
Festivali Dan›flma Kurulu’nca saptanan bir jüri taraf›ndan
de¤erlendirilir. Befl kiflilik jüri, Türk ve yabanc› film yap›mc›lar›,
yönetmenler, sinema yazarlar›, oyuncular, film elefltirmenleri, sinema
tarihçileri, ö¤retim üyeleri ve sinemayla ilgili sanat dallar›n›n önde
gelen kiflilerinden oluflur.
Yar›flmaya baflvuran filmler, gerekli görüldü¤ünde, Dan›flma
Kurulu’nca belirlenen üç kiflilik bir Ön Seçici Kurul taraf›ndan
de¤erlendirilir. Yar›flman›n yap›labilmesi için en az 6 filmin kat›l›m›
gereklidir. Son baflvuru tarihi olan 31 Ocak 2005’e kadar kat›lmas›
kesinleflen film say›s› 6’ya ulaflmazsa yar›flma yap›lmaz; baflvuran
filmler Festival’de yar›flma d›fl› gösterilir.
Jüri Baflkan›, Festival Yönetimi’nce atan›r. Jüri çal›flma düzenini
kendisi belirler. Jüri üyeleri, gösterim düzeni Festival Yönetimi’nce
saptanan yar›flma filmlerini, Festival süresi içinde, sinemalarda resmi
ya da özel gösterilerde, tek tek ya da toplu olarak izler.
Festival Yönetimi, jüri karar toplant›s›nda oy hakk› olmayan bir
gözlemci bulundurur.
Jüri Baflkan›, karar›n duyurulmas›ndan önce, bütün üyelerce
imzalanm›fl tutanaklar› gerekçeli sonuçlarla birlikte Festival
Yönetimi’ne teslim eder.
7. Yetki
Yönetmelikte ayr›ca belirlenmeyen konularda karar yetkisi, ‹stanbul
Kültür Sanat Vakf›’na aittir. Uluslararas› ‹stanbul Film Festivali
program›na kat›lan Türk film yap›mc›lar› ve yönetmenleri, bu
yönetmeli¤in kurallar›n› kabul etmifl say›l›rlar.

ULUSLARARASI 
‹STANBUL F‹LM FEST‹VAL‹
‹stanbul Kültür Sanat Vakf› taraf›ndan gerçeklefltirilmekte olan
Uluslararas› ‹stanbul Film Festivali’nin “Türk Sinemas›” bölümünde
gösterilen filmler aras›nda, bir Ulusal Yar›flma düzenlenir.
1. Tarih 
24. Uluslararas› ‹stanbul Film Festivali 2-17 Nisan 2005 tarihleri
aras›nda gerçeklefltirilecektir.
2. Amaç 
Ulusal Yar›flma’n›n amac›, Türkiye’de sanat de¤eri yüksek filmlerin
yap›m›n› özendirmek, geliflmesini desteklemek; Türk sinemas›n›n
nitelikli yap›tlar›n› izleyiciye ulaflt›rmak; bu filmlerin uluslararas›
sinema yazarlar›, festival yöneticileri, da¤›t›mc› kurulufl ve televizyon
temsilcilerine gösterilmesini sa¤lamak; bu yolla Türk sinemas›n›n d›fl
tan›t›m›na da katk›da bulunmakt›r.
3. Ödüller 
Uluslararas› ‹stanbul Film Festivali kapsam›nda yer alan Ulusal
Yar›flma’ya kat›lan filmlerin de¤erlendirilmesi sonucunda jüri: 
En ‹yi Film, En ‹yi Yönetmen, En ‹yi Kad›n Oyuncu ve En ‹yi Erkek
Oyuncu’yu seçer. 
a) En ‹yi Film ve En ‹yi Yönetmen de¤erlendirmelerinde jüri her iki
ödülü ayr› filmlere  sunabilece¤i gibi, gerek duydu¤unda ayn› filme
de verebilir. 
Jüri’nin seçti¤i En ‹yi Film’in yap›mc›s›na ödül olarak 40.000 YTL ve
bir plaket sunulacakt›r. Bu ödül tek bir filme verilir. 
Jüri, de¤erlendirme sonucunda uygun bulunan yönetmene de, yine
40.000 YTL de¤erindeki “En ‹yi Türk Yönetmeni” ödülü ile bir plaket
verecektir. Bu ödül de tek bir filmin yönetmenine verilir. 
b) Jüri, En ‹yi Kad›n Oyuncu ve En ‹yi Erkek Oyuncu dallar›nda ilke
olarak baflrolleri de¤erlendirir. Ancak bu ödüller, üstün performans
gösteren yan rollere de verilebilir. Seçilen En ‹yi Kad›n Oyuncu ve
En ‹yi Erkek Oyuncu’ya, ‹KSV taraf›ndan, onursal nitelikte birer plaket
verilir. Ayr›ca Kültür ve Turizm Bakanl›¤› taraf›ndan da 10.000’er YTL
ödül verilecektir.
c) Jüri, dört ana ödülün yan›s›ra, yönetmen ve oyuncular d›fl›nda,
filmin oluflumuna katk›da bulunan herhangi bir dalda (senaryo,
görüntü yönetmenli¤i, kurgu, müzik, vb.) üstün baflar› gösteren bir
kifliye, onursal nitelikte bir Jüri Özel Ödülü verir. ‹KSV’nin verdi¤i Jüri
Özel Ödülü paylaflt›r›lmaz; tek bir kifliye verilir. 
d) FIPRESCI - Onat Kutlar Ödülü; Uluslararas› Sinema Elefltirmenleri
Derne¤i (FIPRESCI) üyelerinden oluflan jüri, Ulusal Yar›flma’ya
kat›lan filmleri de¤erlendirerek en iyi filmi seçer. Efes Pilsen, seçilen
filmin yönetmenine bir sonraki filminde kullan›lmak üzere 30.000 $
tutar›nda bir para ödülü verir. 
4. Kat›lma Koflullar› 
Uluslararas› ‹stanbul Film Festivali çerçevesinde düzenlenen Ulusal
Yar›flma’ya kat›lacak filmler için flu koflullar öngörülür:
a) Yar›flma’ya 1 fiubat 2004 - 31 Ocak 2005 aras›nda çevrilmifl konulu
ve uzun metrajl› Türk filmleri kat›labilir. “Türk Filmi” tan›m›ndan,
“yönetmeni ya da yap›mc›lar›ndan en az birisi T.C. vatandafl› olan
film” anlafl›l›r.
b) Filmler en az 1600 m uzunlu¤unda, 35 mm, optik sesli ve sinema
salonlar›nda ticari gösterime uygun nitelikte olmal›d›r.
c) Kat›lacak filmin Eser ‹flletme Belgesi’ne sahip bulunmas›
gereklidir.
