In order to apply for the consideration of the Festival, interested
parties should send a full-length VHS preview video-cassette (PAL
or NTSC) of the film with appropriate printed material. These tapes
and documents will not be returned. 
6. Insurance
The Festival is responsible for the insurance of the prints selected,
from the moment they are received by the Festival to the moment
they are collected by the forwarding agent.
Should a print be lost or damaged, the Festival’s responsibility could
be engaged only to the extent of the value indicated by the producer
on the entry form. If the entrant does not send the entry form to the
secretariat of the Festival until 1 February 2005, the print will be
valued by the insurance company for 2.500.– US Dollars.
7. Transport
a) Film prints to be screened in the Festival must arrive in ‹stanbul
for checking, translation and press screenings by 4 March 2005.
b) Shipment costs of the prints for both ways will be paid by the
Festival only if the prints are sent from and returned to their
sources. 
c) In case the print is shared with another festival, the ‹stanbul
Film Festival will pay for the return transportation charges only.
The films must be sent prepaid by the other festival. No collect
shipments are accepted unless authorized by the ‹stanbul Film
Festival. Storage, customs, insurance and handling charges in
Turkey will be covered by the ‹stanbul Film Festival.
d) Films will be returned within two weeks after the closing of the
Festival. The consignee will be notified of the shipping details. The
Festival is not responsible for storage fees at the airport.
e) Prints and air waybills should be sent directly to the Festival’s

f) The return address of the sender should be marked on each film.
The entrant should send a notice of dispatch by airmail, e-mail or
fax to the secretariat of the Festival indicating the title, date and way
of shipment.
8. R›ghts
Films not meeting the technical requirements for public screening
may be disqualified.
Participation in the 24th International ‹stanbul Film Festival
implies the acceptance of these regulations. 
All issues not covered by these general regulations will be resolved
by the ‹stanbul Foundation for Culture and Arts in accordance with
the international regulations of FIAPF for the film festivals.
REGULATIONS
INTERNATIONAL 
‹STANBUL FILM FESTIVAL
1. Dates
24th International ‹stanbul Film Festival, organised by the ‹stanbul
Foundation for Culture and Arts, and recognised as a specialised
competitive event by FIAPF, will take place between 2-17 April
2005.
2. A›m
The aim of the Festival is to encourage the development of cinema
in Turkey and to promote films of quality in the Turkish market.
3. Program
The program of the 24th International ‹stanbul Film Festival
consists of the following sections:
a) An international competition open only to feature and animated
films on art (literature, theatre, music, dance, cinema, plastic arts)
and adaptations.
b) Non-competitive, informative sections on the specialised themes
of the Festival. Features, documentaries and shorts can be selected
for these sections.
c) Tributes

e) Turkish Cinema 2004-2005
4. Internat›onal Compet›t›on
a) Feature or animated films (on art and adaptations) in 35 mm
with optical soundtrack and a minimum length of 1,600 m can be
selected for the competition.
b) The final decision for selection and scheduling will be taken by
the Directorate of the Festival. Producers, directors, distributors,
film institutes and embassies may propose titles.
c) All films in the competition will be screened at the Festival in
their original version, whenever possible with English, French or
Turkish subtitles.
d) Films will not be considered if:
– released before 1 January 2003,
– already released in Turkey, excluding the Turkish entries.
e) The screening schedule is decided upon by the Directorate of the
Festival.
f) Films in the competition will be judged by an international jury
composed of directors, writers, producers, actors, critics, cinema-
historians and others known for their involvement in cinema.
g) The jury presents:
– “Golden Tulip Award”, as the Grand Prize of the International
‹stanbul Film Festival, to the director of the selected film.
The Grand Prize may not be shared.
The jury may also give:
– A “Special Prize of the Jury”, for a specific contribution (by a
director, writer, player, director of photography, composer, etc.)
Special Prize of the Jury may not be shared.
h) The directors of films admitted to the competition will be the
guests of the Festival for 4 days. 
5. Part›c›pat›on
Films can also be selected for the non-competitive sections of the
Festival. Producers, directors, distributors, film institutes and
embassies may propose titles. (The deadline for application is
31 December 2004.)

6. Sigorta
Festival taraf›ndan seçilen filmlere ait kopyalar›n, Festivale
tesliminden, kopyay› sa¤layan kurulufla gönderilmesine kadar geçen
süre içindeki sigortas›ndan Festival sorumludur. Festival, kopyalar›n
kayb› ya da hasar› halinde, film flirketinin kat›l›m formunda belirtti¤i
de¤er tutar›n› tazmin etmekle yükümlüdür. Kat›l›mc›n›n, kat›l›m
formunu 1 fiubat 2005 tarihine kadar Festival bürosuna yollamad›¤›
durumlarda, sigorta flirketi kopyaya 2.500.– Amerikan Dolar› de¤er
biçecektir.
7. Tafl›ma
a) Festivalde gösterilecek filmler, ön kontrol, çeviri ve bas›n
gösterileri için, 4 Mart 2005 tarihine kadar ‹stanbul’a gelmifl
olmal›d›r.
b) Kopyalar›n gelifl-dönüfl navlunlar›, Türkiye’deki depolama, gümrük,
sigorta ve ifllem masraflar› Festival taraf›ndan karfl›lanacakt›r. Dönüfl
navlunlar›, film ancak kopyay› sa¤layan kurulufla iade ediliyorsa
Festival taraf›ndan karfl›lan›r.
c) Filmler, Festivalin bitiminden sonraki iki hafta içinde, belirtilen
adrese gönderilecektir. Tafl›mayla ilgili ayr›nt›lar al›c›ya ayr›ca
bildirilecektir. Festival, filmlerin yolland›¤› havaalan›ndaki depolama
masraflar›ndan sorumlu de¤ildir.
d) Kopyalar ve konflimentolar do¤rudan Festival adresine

8. Festival Haklar›
Festival Yönetmenli¤i, gösterim için yeterli teknik özelliklere sahip
olmayan filmleri festival d›fl› b›rakma hakk›na sahiptir. 
24. Uluslararas› ‹stanbul Film Festivali’ne kat›lanlar, bu yönetmelik
koflullar›n› kabul etmifl say›l›rlar.
Bu genel yönetmelik maddelerinde yer almayan di¤er hususlar
hakk›ndaki kararlar, FIAPF’›n film festivalleriyle ilgili uluslararas›
yönetmelikleri do¤rultusunda, ‹stanbul Kültür Sanat Vakf› taraf›ndan
verilir.

ULUSLARARASI 
‹STANBUL F‹LM FEST‹VAL‹
1. Tarihler
‹stanbul Kültür Sanat Vakf› taraf›ndan düzenlenen ve Uluslararas›
Film Yap›mc›lar› Dernekleri Federasyonu (FIAPF) taraf›ndan resmen
tan›nan 24. Uluslararas› ‹stanbul Film Festivali, 2-17 Nisan 2005
tarihlerinde gerçeklefltirilecektir.
2. Amaç
Festivalin amac›, Türkiye’de sineman›n geliflimini destekleyerek
nitelikli filmlerin Türkiye’de ticari da¤›t›m›n› teflvik etmektir.
3. Program
24. Uluslararas› ‹stanbul Film Festivali afla¤›da belirtilen
bölümlerden oluflmaktad›r:
a) Yaln›zca sanat (yaz›n, tiyatro, edebiyat, müzik, dans, sinema ve
plastik sanatlar) temas› üzerine filmlerin veya edebiyat
uyarlamalar›n›n kat›ld›¤› bir Uluslararas› Film Yar›flmas›.
b) Festivalin özel temalar› üzerine, yar›flma d›fl›, bilgilendirici
bölümler. Bu bölümlerde uzun metrajl› kurmaca filmler, belgeseller
ve k›sa filmler gösterime sunulur.

4. Uluslararas› Yar›flma
a) Optik ses bantl›, 35 mm’lik, en az 1.600 m uzunlu¤unda, (sanat
temas› üzerine veya edebiyat uyarlamalar› olan) konulu veya
canland›rma filmler yar›flmada gösterilmeye aday olabilir.
b) Yar›flma filmlerinin seçimi ve programlanmas› konusunda son
karar Festival Yönetmenli¤i taraf›ndan verilir. Yap›mc›lar,
yönetmenler, da¤›t›mc›lar, ulusal film kurulufllar› ve yabanc› elçilikler
film önerebilirler.
c) Yar›flmaya kabul edilen tüm filmler özgün kopyalar›yla sunulacak,
olanaklar elverdi¤ince ‹ngilizce, Frans›zca veya Türkçe altyaz›lar›yla
gösterileceklerdir.
d) 1 Ocak 2003’ten önce gösterime giren filmler ve Türk filmleri
d›fl›nda, Türkiye’de ticari da¤›t›ma ç›km›fl olan filmler yar›flmaya
kabul edilemez.
e) Gösterim program› ve düzeni Festival Yönetmenli¤i taraf›ndan
belirlenir.
f) Yar›flma filmleri, yönetmen, yazar, yap›mc›, oyuncu, film
elefltirmeni, sinema tarihçisi ve sinema alan›nda tan›nm›fl benzeri
kiflilerden oluflan uluslararas› bir seçici kurul taraf›ndan
de¤erlendirilir.
g) Seçici kurul, Uluslararas› ‹stanbul Film Festivali Büyük Ödülü
olarak, “En ‹yi Film” seçilen yap›t›n yönetmenine “Alt›n Lâle
Ödülü”nü verir. Büyük ödül paylaflt›r›lamaz. Seçici kurul, gerekli
gördü¤ü takdirde, gösterilen özel bir baflar› için, bir yönetmen,
senarist, oyuncu, görüntü yönetmeni, besteci veya sanat
yönetmenine “Seçici Kurul Özel Ödülü” verebilir. Bu ödül
paylaflt›r›lamaz.
h) Yar›flmaya kabul edilen filmlerin yönetmenleri 4 gün süreyle
Festival’in konu¤u olurlar.
5. Kat›l›m
Filmler, Festival’in yar›flma d›fl› bölümlerinde gösterilmek üzere de
seçilebilir. Yap›mc›lar, yönetmenler, da¤›t›mc›lar, ulusal film
kurulufllar› ve yabanc› elçilikler film önerebilirler. (Baflvuru için son
