Article XI — Reciprocally, all claims of subjects and other matters suspended by war shall be restored and settled in justice after the conclusion of peace. Reciprocally, the contractual obligations of the subjects among themselves to the treasury of one or the other government must be immediately and fully satisfied.

Article XIII.—All prisoners of war of either party, taken prisoners in the course of the last or previous war, as well as the subjects of both governments who have ever been mutually captured, shall be set free and returned within four months; they were to be supplied with provisions and other necessaries, and sent to Abbasaba to give them to the commissioners detached on both sides, to receive them and arrange for them to be sent to their next residence. The High Contracting Parties shall treat in this way all prisoners of war who have been captured by both sides, but cannot be returned within the specified time due to the remoteness of their place or other reasons or circumstances, as well as the subjects of Russia and Iran. Both States give themselves the exact and unlimited right at any time to demand such, and undertake to return them (to each other) reciprocally when they are discovered or demanded.

Article XIV.—Neither of the high contracting parties shall demand the surrender of traitors and deserters who have become subjects of the other until or after the outbreak of the last war. The Government of Iran undertakes, in order to prevent any mutually injurious consequences from prejudiced relations between some of these refugees and their former countrymen or subjects, that now or later the persons whom the Russian Government has treated will be sent to the Araz and Chara Rivers, Lake Urmia, Jakatu River. and will forbid it to be on their lands in the border created between the place where the Kiziluzen River flows into the Caspian Sea. His Majesty the Emperor of All Russia promises that he will not allow Iranian refugees to settle or live (in any way) in the Karabakh and Nakhchivan khanates and in the part of the Iravan khanate located on the right bank of the Araz River, but it is clear in itself that only those who carry an official rank or have a certain dignity to the possessors: against khans, beys, and religious chiefs or mullahs, who, by their personal example, counsel, and secret connections, may have injuriously influenced their former countrymen under their rule or authority in the past, this stipulation has and will have force. In general, as regards the inhabitants of both States, the High Contracting Parties decide that the subjects of either Party, who have passed or will pass from one State to the other, may settle and live in any place permitted by the Government through which they have passed.
