UNDECLARED EMPLOYMENT AND METHODS TO COMBAT

In this study on the problem of undeclared employment, it has been aimed to
make suggestions on which methods to follow and which instruments to employ in
order to combat undeclared employment in forthcoming years by taking all
dimensions of undeclared employment in Turkey into
account in a comprehensive
manner and considering the precautions taken by EU member countries in their
combatting undeclared work.
Literature review has been conducted while examining unrecorded economy
as well as undeclared employment and comparative analyses have been carried out
through utilization of various surveys, national as well as
international statistics on
dimensions, causes and effects of undeclared employment. Besides, scenario analyses
have been made regarding forthcoming years on the topics of employment and
unemployment, which are closely related with undeclared employment.
In the first section, unrecorded economy has been examined due to its close
relationship with undeclared employment in a context
enriched with examples from
other countries. In the second section, definition of undeclared employment, its
dimensions in agricultural and non-agricultural sectors,
causes and effects of
undeclared employment as well as its significance in other countries has been
examined. Besides, informal sector has been mentioned due to its close relationship
with undeclared employment. The third section addresses the precautions taken to
cope with undeclared employment in Turkey and EU member countries and the
fourth section involves
an assessment of issues, which can influence undeclared
employment in the forthcoming years, The last part involves suggestions – which
have been formed on the basis of considerations
covering all dimensions of
undeclared employment in Turkey and cases in other countries –on the methods to be
utilized in combatting undeclared employment.
Consequently, it has been found out that undeclared employment in Turkey is
a structural problem when its dimensions, causes and effects are considered.
According to the scenario analyses, unemployment poses the most significant risk
regarding the fight with undeclared employment.
The study concludes that, since
undeclared employment is a multi-dimensional problem, rather than focusing solely
on improving auditing mechanisms, it is necessary to implement a strategy, which is
not only based on a consensus of all segments of the society but
also in harmony with
employment generation strategy of Turkey.
