Grounding Cluster
- A bracket that attaches around a pole or structure that, when used in conjunction with 
temporary protective grounds, bring the pole or structure at or near the same potential as the phases and 
neutral. It is a portable device attached to the pole or structure designed to connect a protective ground from 
the line to the pole and also a driven ground rod to the pole. 
Guardrail System 
– A barrier erected along an unprotected or exposed side, edge, or other area of a walking-
working surface to prevent workers from falling to a lower level. 
Hazard 
– A source of possible injury or damage to health. 
Hazardous Communication
is a means for communicating hazards of chemicals through container labeling, 
material safety data sheets and training of personnel. 
Heft – 
to test the weight of by lifting and balancing. 
Hits –
as they relate to underground facilities include the following: 
a. The unintentional cutting of an energized electrical cable, pressurized steam line, or live gas line 
b. Underground strike 
c. Any underground excavation that resulted in the release of hazardous gases, liquids, etc. 
Host employer (as defined by OSHA)
– an employer that operates or controls the operating procedures for 
an electric power generation, transmission, or distribution installation on which a contract employer is 
performing work.
Hyperthermia
is elevated body temperature due to failed thermoregulation that occurs when a body produces 
or absorbs more heat than it dissipates. Extreme temperature elevation then becomes a medical emergency 
requiring immediate treatment to prevent disability or death.

Section 16: Definitions 
Hypothermia 
is defined as a body core temperature below 35.0 °C (95.0 °F). Symptoms depend on the 
temperature. In mild hypothermia there is shivering and mental confusion. In moderate hypothermia shivering 
stops and confusion increases.
