The adoption of a number of regulatory and legal documents aimed at the further development of innovative activity and state support in our republic, and the development of specific measures to stimulate innovative activity, at the same time, the formation of the national innovation system, the science and all aspects of society plays an important role in the development of the fields. The intensity of the new era in our country shows that the integration between science and production is more important than ever, and the adopted laws, decisions and decrees clearly and firmly justify the priority of the state management system in the development of the field of science.
Literature analysis:
The concept of "innovation" was first introduced to science by the Austrian (later American) scientist Joseph Schumpeter in the first decade of the 20th century. In his work entitled "Theory of Economic Development" (1911), Y. Schumpeter considered the issues of innovation for the first time and gave a complete description of the innovation process.
The concepts of "innovation" and "innovative activity" have been widely used in economic practice in Uzbekistan since 1992. In many local legal documents, innovative activity is presented as a specific scientific and technical activity. There are several approaches to defining the concept of "innovation" and "innovative activity" in modern science. Some authors define it as a purposeful and creative activity consisting of a set of 28 different types of work interconnected in a single process to create and produce innovations, others emphasize that innovation is the use of innovation for profit process, for commercial purposes, that is, entrepreneurial activity, others consider innovative activity as a commercial activity related to the acquisition of new knowledge and its implementation by other market participants.2
Also, in this work, it is mentioned that the innovative activity is the activity aimed at the use and commercialization of the results of scientific research and development in order to expand and update the product range and improve their quality, and improve their production methods.3
F.F. Bezdudny G.A. Smirnova, O.D. The Nechaevas consider "implementation of a new idea in any field of human activity, contribution to meeting the existing demand in the market and the process of economic efficiency as an innovative process."4 G.D. Otnyukova emphasizes that "if the organization introduces something new into the innovative activity and begins to produce a new product, it will continue its production activity at a new, innovative level in terms of quality."5
