Small business and entrepreneurship are an integral and necessary part of any developed and developing system, without which the economy of the country cannot develop normally. The important importance of small business and entrepreneurship is to ensure extended reproduction to increase the mobility and flexibility of the market economy. Its role in more filling the local market with high-demand goods and services is considered high, ensuring the competitive environment necessary for the market as well as willingness to respond to any changes in market conditions.
Therefore, decisions and decrees are constantly developed and put into practice by the state on measures to regulate small business and entrepreneurial activity and its further development.
As evidence of changes in the structure of the economy of the Republic of Uzbekistan, we can see that the role of small business and entrepreneurship in it is growing. The main reason for this is the conditions that are being created for entrepreneurial activity in our country, we can bring tax benefits. Also, the streamlining and short time spent on the transition of small business entities from state to state enterprises, the provision of tax benefits to newly established microfirms, especially those established on the basis of foreign investments, financial support, allocation of preferential loans, state protection of the rights of business entities, the establishment of business incubators, the organization of training courses for entrepreneurs in doing business, we can cite such possibilities as the implementation of projects on privatized objects and the organization of clusters.
In particular, in the decree of the president of the Republic of Uzbekistan Shavkat Mirziyoyev "on the development strategy of the New Uzbekistan for 2022-2026", promising plans are drawn up for the future 5 years. The 28th goal of this development strategy is to increase the export potential of our country by bringing the Republic's export volumes to US $ 30 billion in 2026 and 29-to create conditions for the organization of entrepreneurial activity and the formation of permanent sources of income, bringing the private sector's share of GDP to 80% and its share of exports to 60% were set as necessary tasks.[1] In general, in the near future, the development of foreign economic relations of small business and entrepreneurial activity in our country, hususan their further export opportunities were made of the main tasks. A number of factors influence the performance of this task. One of them is a factor in the character of the development of international relations and adaptation to the changing environment.
A.Smith believes that the entrepreneur is the owner of capital. He pursues a certain commercial idea and begins to work at risk to generate income, since the expenditure of capital on something is always associated with risk. Income from entrepreneurship, A.Smith believes that personal risk is the reward received.
Y.Schumpeter considers the emergence of a distinctive feature of an entrepreneur, and in his book “Theory of Economic Development”[1], the entrepreneur studies the emergence of various innovations with the ability to implement new ideas, and the new functional role of the entrepreneur, it mentions that it ensures the innovative activity of economic activity by creating something new that is significantly different from the previous ones.
In Our Country S.S.Gulomov[3], A.A.Khadzhimuratov[4], U.V.Gafurov[5], SH.I.Mustafakulov[6] and others who conducted scientific studies on the development of entrepreneurship, improving the efficiency of production and foreign economic activity, came to positive conclusions and they were the basis for development. At the same time, in the context of the globalization of the economy, it is important that research is carried out by small business and entrepreneurial enterprises in the direction of performing export actions and increasing the economic potential of the country through it, and it is relevant to carry out research within the framework of this topic.
The laws of the Republic of Uzbekistan aimed at the development of small business and entrepreneurship in the coverage of this article, Decisions of the Cabinet of Ministers of the Republic of Uzbekistan, decrees of the president of the Republic of Uzbekistan, scientific developments of prominent foreign and domestic scientists in the economic, social, political spheres, their works and articles were studied in their content, essence and analyzed indicators that represent the development of this sector, increasing export potential and facilitating the business environment.
It is necessary to emphasize that, in the study of statistical indicators and scientific views on the issue raised in the research process, such methods as dialectical thinking, systematic approach, Indonesian and deduction methods and comparative analysis were used. In the coverage of the topic, information sources, textbooks, teaching aids, Foreign Literature, Research reports, Scientific and practical conference collections and internet information were used.
Also, the Presidential Decree of the Republic of Uzbekistan”on measures to further expand the export potential of business entities " (PF-No. 228, 30.09.2022.) were accepted[7].
In addition, if we consider the factors affecting the growth of the share of small business and entrepreneurship in GDP over the period 2000-2022, we can strongly influence the volume and total share of exports. In 2000, exports by small businesses and businesses amounted to $ 334.3 million, a figure that has grown steadily over the years, amounting to $ 3,711. 2 million in 2021, or an 11-fold increase over 2000.
