Plot: The situation in Kyrgyzstan and negotiate an interim government with President Bakiyev

BISHKEK, April 19 - RIA Novosti. About a thousand people, armed with sticks and torches, on Monday from the village Mayevka entered the capital of Kyrgyzstan, where less than two weeks ago there was a coup, reports RIA Novosti.
As the agency witnesses, Mayevka unruly mob attempted to capture houses of Russian citizens.
"They broke into the house of Russian and demanded that the Russian were removed", - said one of the residents of the village.
On the way, protesters set fire to the car law enforcement agencies.
According to witnesses, riot also began on Monday in the village, near Bishkek's Lenin.

24.kg: Directors of customs, financial police and railway appointed

Kyrgyzstan: directors of customs, financial police and railway have been appointed, the press center of the interim government of KR informs.


According to them, Kubanychbek Kulmatov has been appointed as acting Chairman of the State Customs Service under the Government of KR, Erkin Bulekbaev – as acting Chairman of the State Financial Police Service, Argynbek Malabaev – as Director General of “National Company “Kyrgyz Temir Zholu” State Enterprise.
Accordingly, Nurlan Akmatov has been dismissed from the post of Chairman of the State Customs Service under the Government of KR, Akimzhan Muibillaev – Chairman of State Financial Police Service and Asan Rysmendiev – Director General of National Company “Kyrgyz Temir Zholu SE.
Besides, by a decree the interim government dismissed Director of National Agency of KR for local government Zhumadyl Isakov, Director of State Book Chamber Talant Ormushev, Director of Agency for fire security under the Ministry of Emergency Situations of KR Zhanybek Imanov.

Today the supporters of former president of Kyrgyzstan Kurmanbek Bakiev have called a protest in the south of the country in Jalal Abad central square. As Interfax reports there are around 1500 people in the square.

They had posters in their hands protesting the acting authorities, “The opposition took the power by blood”, “Bakiev is a legitimate president”.

According to those who made speeches during the protest there are protests held out of the region too. The source informs that time by time the central square is being visited by cars and new people.

The participants of the protests promise that the demonstrations will be peaceful.

24.kg: Nikolay Bordyuzha: I can swear on Quran, Russia is not interested in the undermining situation in Kyrgyzstan

“I can swear on Quran, Russia is not interested in the undermining situation in Kyrgyzstan”, the Secretary General of CSTO Nikolay Bordyuzha stated on the meeting with students of the Moscow State Institute of International Relations.   

 

On question about interfering of Joint rapid reaction forces of CSTO in cases of instable situations as it is in Kyrgyzstan he answered “Our organization has appropriate power potential (JRRF, peaceful forces of CSTO) to use. The question is in evaluation of the situation. If there is an external threat then it will be possible. But this is unnecessary in the case with Kyrgyzstan. We have detailed information, we met with key forces both public and shadow persons. We have prepared some recommendations for presidents but the force interferences are inadmissible as it is inner case of Kyrgyz people. We are not gendarmes”.



 

The Secretary General of CSTO noted that by their data “there were no external players within Kyrgyz events”.

 

“Everything occurred is caused by inner reasons. Politics of authorities caused social outburst ended by the changing of leaders. The external influence is excluded”, Nikolay Bordyuzha emphasized.



 

“I can swear on Quran, Russia is not interested in the undermining situation in Kyrgyzstan. Finally, where delegation of the interim government of Kyrgyzstan went? To Moscow. Consequently we are first who helped and we will assist in smoothing situation over. Concerning “Russian trace” in these events there is no any signs of that. I know who seized the presidential palace, depots, TV center but opposition didn’t expect such course of events. Opposition doesn’t have any plans to do that. Yes, Russia and Kyrgyzstan had contradictions concerning loan as it wasn’t used effectively. But this doesn’t mean we have to throw down this power”, the Secretary General said to students of SIIR.

Interfax: Head of ousted leader’s secretariat placed under house arrest – reports

BISHKEK. April 19 (Interfax) - The head of the secretariat of the deposed Kyrgyz President Kurmanbek Bakiyev has been put under house arrest, local media reported on Monday quoting deputy interim leader Omurbek Tekebayev.

"Oksana Malevannaya was detained and confined at the detention center of Bishkek but later the measure of restraint was changed for house arrest," the media quoted Tekebayev as saying.

So far there has been no other information about the detention of Malevannaya who was apart of Bakiyev's inner circle that also included his son Maxim.

The ousted president last week fled to Kazakhstan after a rally he attended was disrupted by gunfire. It is unclear how long he would remain in Kazakhstan.

APA.az: Janish Bakiyev: I will not surrender to the interim government

Baku –APA. Kyrgyzstan’s former president Kurmanbek Bakiyev’s brother, former chief of State Security Service Janish Bakiyev stated that he would not surrender to the interim government.

APA reports that Janish Bakiyev, who gave interview to Interfax in Teyit village, confirmed that he had promised to start talks with the law-enforcement bodies of Kyrgyzstan.

“But the new government deceived former defense minister general Kaliyev, arrested him and sent to Bishkek using force. Therefore, I have the right to break my promise, I am not going to surrender,” he said.

According to him, the Bakiyev brothers are going to appeal to OSCE as they do not believe the interim government.
“But we do not intend to publicize our future plans. Time will pass and we will explain everything,” he said.

The interim government of Kyrgyzstan announced search for three brothers of Kurmanbek Bakiyev – Janish, Ahmed and Kanibek.
