be explained by the fact that some CSOs had been involved in the election process and had not been
able to participate in the grant competition.
The approved proposals were drafted in accordance
with all requirements, they contained problem
statement; may be still not at the sufficient level, but
project objectives and planned activities meeting the
needs of their target group were identified.
The CSOs, the applications of which were not
supported in the framework of the Program, have
started undertaking efforts to participate in grant
competitions announced by Kazakhstani funds and
state bodies allotting Social State Contracting.
"Before the training we have not had a clue of the
essence and specificity of project develop ment and
implementation process. What was perceived by us as
full-fledged project activity, turned out to be just
implementation of sporadic events. We used to be
satisfied by minor results but now I understand that in
order to provide real systematic help to our beneficiaries
we should develop and implement full-fledged projects".

d) Call for Proposals for Community Development Grants
On February 2, 2016 PA "Bereke" launched Call for Proposals for Community Development sub-
grants among the Level-1 CSOs. Prior to that the Program team developed guidelines for Level-1
CSOs to participate in the grant competition taking into consideration all recommendations given
during the orientation meeting. The Guidelines defined project selection criteria, rules, grant
competition procedures. The Guidelines for grant applicants and Application Form were sent to 80
CSOs of the Level-1 via e-mail. The deadline for submitting applications was March 11, 2016.
From February 3 to March 9, 2016 the Program team consulted Level-1 CSOs on conducting
community needs assessment with participation of community population utilizing PLA
methodology, developing joint action plans and writing proposals. Consultations were provided
f) Providing grants for community development projects of twenty Level-1 CSOs
Orientation meetings with signing Grant Agreements with the Level-1 CSOs were held on April 21,
2016 in Karaganda and on April 25, 2016 in Shymkent. PA "Bereke" and PA "ECOCENTER" have
signed tripartite Grant Agreements with ten grantee CSOs of the Central region and PA "Bereke"
has signed Grant Agreements with 10 rural CSOs of the Southern region. The heads and
accountants of twenty rural Level-1 CSOs of the Central and Southern regions participated in the
meetings. PDP Program staff
clarified issues regarding articles of the Agreement and its annexes,
procedures, forms and terms of financial and program reporting to PA "Bereke" and PA
"ECOCENTER" as well as branding strategy, requirements and regulations requested by USAID to
all funded projects and programs.
