The history of organization and development of customs in the 
Azerbaijan Republic (1991-2011 years)
 
SUMMARY 
 
The dissertation consists of the introduction, five chapters, the conclu-
sion and bibliography. 
In the introduction the urgency of the theme is grounded, the review of 
sources and the analysis of historiography is provided, the goals and objec-
tives, methodological basis of the research are defined, the scientific nov-
elty, theoretical and practical importance of the theme are underlined. 
Studying of the theme, analysis of scientific literature during the inves-
tigated period shows that the historiographic base of theoretical and practi-
cal research on history of formation and development of customs business 
in Azerbaijan Republic is rather narrow. 
In Chapter I of the dissertation is made excursion to history of customs 
in Azerbaijan. After the declaration of Azerbaijan’s independence in May 
1918, the national system of customs bodies was formed. In the dissertation 
some moments of history of realization all-imperial economic interests of 
the Soviet Russia and the former USSR in Azerbaijan during the Soviet era 
are analyzed. All state structures, including the customs authorities were 
submitted to directives and instructions of the central Soviet organs. These 
years the network of customs offices which were subordinated to the Baku 
customs was historically formed.
In Chapter II is highlighted the process of creating the national customs 
service as one of the most important state institutions after the Azerbaijan 
Republic gained its independence. It is underlined, the correct implementa-
tion of customs policy, basic proposition of which were drafted by Heydar 
Aliyev played a very important role in the further development of economy 
of the Azerbaijan Republic. In the dissertation the process of realization of 
economic strategy of the Azerbaijan Republic developed by the national 
leader Heydar Aliyev is considered in detail. 
In Chapter III is examined that by increasing the number of trade and 
economic partners, the huge transit flow dictated a new legal approach to 
all customs mechanism. The refore, in these years were developed and pub-
lished a number of documents of the new customs law. Thanks to rulemak-
ing activity of the State Customs Committee of the Republic was estab-
lished practice in the basics of control systems for the safety of imported

foreign goods to Azerbaijan, were passed laws on customs tariff (in 1997 
and 2011 years). 
In Chapter IV were investigated in detail issues on improvement of 
customs. Transfer of Azerbaijan economy to market relations has made 
necessary to revive the customs policy as major sphere of political, eco-
nomic and legal activity of the state as an important instrument for state 
regulation of foreign trade activities. In the dissertation is analyzed that the 
customs simultaneously actively struggles not only with infringement of 
the law in the sphere of customs law, but also cuts illegal channels of mov-
ing drugs and psychotropic’s, weapons, illegally purchased or stolen items 
of culture and art.
Chapter V examines issues of international cooperation of Azerbaijan’s 
customs bodies. Owing to the policy of close cooperation the State Cus-
toms Committee of Azerbaijan has taken a worthy place in many interna-
tional organizations - the United Nations, Organization of Economic Coop-
eration, World Customs Organization etc. Close bilateral relations in the 
field of the customs control have been laid with many customs bodies of 
the CIS countries, Europe, Asia, America and Africa.
In the conclusion the scientific research was summed up.
