SUTTON COURTENAY PARISH COUNCIL

The annual meeting of the Parish Council was held in the Village Hall, Sutton Courtenay on Tuesday 2nd May, 2017 at 7.00 p.m.

2017/102 Election of Chairman

The Chairman of the Council, Councillor Jenkins called for nominations for the election of a Chairman of the Council to hold office until the next annual meeting of the Council.

2017/103 Declaration of Acceptance of Office as Chairman

2017/105 Election of Vice-Chairman

The Chairman of the Council, Councillor Jenkins called for nominations for the election of a Vice-Chairman of the Council to hold office until the next annual meeting of the Council.

2017/107 Mr. David Norminton – Hanson Quarry Products Ltd

Mr. Norminton made a brief statement and explained the situation regarding the planning applications for the asphalt plant next to the

Appleford Rail Siding. One was for temporary permission to permit the continuation of production of asphalt whilst the main plant was being demolished. The second was for the permanent replacement of the demolished plant. The Council had already considered both applications, and in regards to the permanent plant had requested a condition that it be removed by the end date for the landfill site. Mr. Norminton explained that the existing consent for the asphalt plant had no such condition attached. He suggested that a compromise could be reached by including a planning condition linking the life of the plant to the life of the adjacent rail sidings. The planning consent for those provided that they had to be removed when no longer were required.



Mr. Norminton referred to possible future uses for the area, such as manufacture of concrete segments for large pipes, aggregate to supply the High Speed 2 rail network, bagging of aggregates for DIY outlets. There was proposal too to possibly build a bottom discharge shed, as current activities were in the open air where a noisy grab was used.

A compromise was suggested by a member that the condition to remove the asphalt plant be linked to the life of the rail sidings, or to the end date for the landfill site whichever was the sooner. Concerns were raised too that if the asphalt plant remained the only activity on the site, then this could attract other industrial uses at a time when the remainder of the site could close down.

The Chairman advised that the Council would debate the request under the planning item on the agenda, and the Clerk would advise him of the Council’s decision.

Mr. Norminton left the meeting.

2017/126 Local Technical Group


A local group had met in the past to discuss the technical, scientific, and industrial aspects of the planning and environmental permit applications and other issues in regards to the landfill site. As the future activities on the landfill site were still unfolding, should there be meetings of the technical group it was

2017/135 Apologies for absence

Apologies for absence had been received from Cllr. D. Butler. Cllr. R. Webber (County Councillor) was not in attendance owing to the forthcoming County Council elections on Thursday 4th May.

2017/136 Minutes of the meeting held on 4th April, 2017

These were agreed and signed as a true record of the proceedings, subject in minute 2017/89 Village Hall Car park – van parking, recording the fact that Cllr. Mrs. Atkinson had stated at the meeting, that the village hall committee, had already written to the van owner, and that the hall committee may ask for assistance from the Parish Council to resolve the issue. The decision of the Council had been that in the first instance, a letter be sent from the Council to the Village Hall Committee.


2017/137 Matters arising from the Minutes of the meeting held on 4th April, 2017

Didcot Garden Town – Future Governance

Council noted that the delivery plan for the Garden Town project and its future governance would be available for public consultation from 15th May. The Vale of White Horse District Council had confirmed that a meeting with the Parish Council would serve no constructive purpose, and encouraged the Parish Council to respond to the consultation in due course. Council considered this response and appreciated the point that the District Council was trying to make. This was however, unacceptable and questions were asked as to why the Parish Council was not considered a party, when land in its parish was affected, and why when the governance was in the course of preparation was the Parish Council not a consultee.


High Street – Road sweeping

Council noted that the Vale of White Horse District Council had been approached regarding road sweeping, and an acknowledgement had been received.
Oxfordshire County Council – Traffic Survey

Council noted that the clerk had not received any response in regards to the queries raised in connection with the traffic survey. Information had been supplied to Sutton Courtenay Action Campaign Group following a conversation by them with the Vale of White Horse District Council. Council referred to the draft survey supplied. This appeared wholly inadequate. The scope of the survey had not been seen in advance. There had been no communication with the Parish Council. The scope of the survey could only be finalised when discussed. The Council was of the opinion that the draft document did not address the issues and would not give the accumulative figures. The Council had questioned the data used which had been supplied by the applicants, as reference to some sites had been excluded. The Clerk was asked to write to the County Council, copied to the Vale of White Horse District Council and the new County Councillor, expressing concern and displeasure that a statutory body’s request for information had not been answered and requesting that the survey be delayed until the Council could agree the scope. If not the whole survey would be undermined.


Sutton Courtenay Village Hall – car parking

Cllr. Mrs. Atkinson as secretary to the village hall committee reported that she had had a verbal conversation with the owners of the vehicles which seemed permanently parked in the village hall car park. One van had been removed, and another would be removed once an issue regarding the engine had been resolved. However a third vehicle had suddenly appeared and had been left in the car park. The owners were being helpful, and the matter would be monitored.


Bradstocks Way - Parking outside Primary School

It was reported that a parent had been issued with a parking ticket. The parking problems were being taken seriously, and parents were slowly realising the implications of incorrect parking.


2017/138 Public Participation

Traffic Survey

It was suggested that if the Parish Council did not pursue the question of the lack of communication regarding the traffic survey, it would be a weakness on the part of the County Council if the survey was inadequate.

The question of the survey had been triggered by the planning application for 200 houses on the Sutton Courtenay East site. Reference was made to the article in Sutton Courtenay News which referred to the fact that the minutes of the District Council’s planning committee would be available on its website when in the public domain. A complaint was lodged that they were not yet on the website. The Chairman advised that he had contacted the District Council to enquire when they would be 161
available. There was no particular timescale when the minutes had to be available for viewing. A request was made for the Parish Council to scrutinise the cooling off period and the reasoning behind it. It was stated that the article in Sutton Courtenay news should reflect what happened at the planning committee meeting and not be based on written correspondence from Ms. Emily Hamerton, development manager at the Vale of White Horse District Council.

Council confirmed that once the minutes of the planning committee meeting were available, they would be checked, a collective view taken and discussion would take place as to any further action.

Cllr. Duffield was asked if he could investigate why there seemed to be an unreasonable delay in producing the minutes, as this was causing concern within the village.
Planning Application P17/V1023/FUL Change of use of storage barn to 2 bedroom residential accommodation

A member of the public made a statement objecting to the planning application to convert a storage barn to a residential dwelling.

2017/139 County Councillor’s report – Cllr. R. Webber

In the absence of Cllr. Webber no report was available.

2017/140 District Councillor’s Report – Cllr. G. Duffield

Milton Road - Sewage spill

There had been a sewage spill in Milton Road over the Bank Holiday weekend. Residents thought it had been caused by the new properties. Thames Water had responded promptly and final clearing was being undertaken.



Eastwest, All Saints Lane

Cllr. Duffield reported that following planning consent being given for the retrospective bunds, works had commenced again at the site. He understood that these possibly still not meet the consent conditions. He suggested that an approach be made to the planning officer and negotiations take place before the application went back to planning committee.

The Chairman advised that the laurels from the bund had been removed and replanted elsewhere. Other planting too had taken place. The bunds were still the same height and no drain had been installed. Cllr. Duffield to approach the officer to intervene to everyone’s satisfaction. It was suggested that the Parish Council should write too to planning officer copied to planning enforcement expressing real concerns that a number of conditions had not yet been implemented and yet extensive works were still ongoing on site.
2017/141 Matters raised by Councillors for information

High Street – Chapel Lane footpath overgrown

It was reported that the footpath between Chapel Lane and the brook was overgrown. The Clerk was asked to write to the occupier of 44 High Street and residents in The Nursery who backed onto the path.

The Plough Public House

This property was now on the market again, at a price of £550,000, whereas only a few months ago the public house, plus substantial land to the rear was on the market for a sum in the region of £300,000. It was reported that window were broken and the building was unsecure. The Clerk was asked to write to the current owner and request that the building be made secure to prevent access.


Sutton Courtenay East site – risk assessment

The Clerk was asked if there was any reply to the Council’s request for sight of the risk assessment undertaken when Sutton Courtenay East was included in the Local Plan. The Clerk responded that no information had been sent by the Vale of White Horse District Council.


With the consent of the Council, the Chairman allowed a member of the public to speak. A statement was made that residents had requested sight of any relevant risk assessment information under the Freedom of Information legislation.
The Chairman replied that it was important that the Parish Council should not be confused with any Action Group. Members were of the opinion that bearing in mind the Council had been waiting for a response for some while, it would be interested in any information supplied under the Freedom of Information legislation, and asked the Clerk to request the District Council to supply it.
Drayton Road speed survey

The issue of a speed survey for Drayton Road had arisen at a meeting of the Neighbourhood Action Group. It was noted that the Parish Council had agreed previously to fund a speed survey for Milton Road, and it was wondered whether a similar survey could be funded by the Council for the Drayton Road. This would be in the region of £100. The data would add to the County Council’s survey for the Sutton Courtenay East site. This would appear as an item for a future meeting.


Churchmere Road junction – road markings

It was reported that the road markings and white line painting was still outstanding. The Clerk would bring this to the attention of the County Council again. It was suggested that an article be placed in Sutton Courtenay News reminding residents and drivers about not parking at that junction. Vehicles emerged from Churchmere Road unaware of parked cars, nor did they pause owing to the lack of give way lines.


Church Street – Thames Water

It was reported that Church Street was undergoing resurfacing in some areas again.



Virgin Media – Cable

Comments were made that Virgin Media, who were about to embark on the installation of fibre cable, was likely to be digging up the newly resurfaced road.

Cross Trees Farm – planning enforcement

Questions were raised as to whether there was any further news in regards to cross trees farm planning enforcement action. The Clerk confirmed that no further information had been received. Cllr. David Hignell indicated he would make an approach direct to the enforcement officer.

Comments: Council had concerns regarding the size of the building, which would have a dominant impact on the area, and also regarding light pollution as the site would be in use during dark Winter hours. Council also commented on the fact that there appeared to have a been a pre-application consultation meeting early February to which the Parish Council had not been invited.

Appleford Sidings, Appleford Road

For: Hanson Quarry Products Europe Ltd
Council had previously considered the application and had resolved that the end date for the plant should tie in with the end date for the remainder of the site. Council discussed the presentation by Mr. Norminton from Hanson Quarry Products and the offer to link the end date for the plant into the end date for the rail sidings.

RESOLVED:

(i) that the Council’s view remained the same

(ii) that if approved, the County Council be asked to include a condition requiring the removal of the asphalt plant by the end date of the site, 2030.


P17/V1023/FUL Change of Use of storage barn to 2 bedroom residential accommodation

The Barn, Church Street

For: Ms. C. Avery

Comments: Council objected, as there was very poor vision for motorists leaving the site and entering Church Street. The development led to an intensification of vehicle movements. Parking seemed unsatisfactory. From the plan supplied amenity space could not be identified although there were bifold doors shown on the drawing. There was the possibility of overlooking.


2017/144 Vale of White Horse District Council Forum – Meeting 28th April, 2017

Council noted that this Forum meeting had been cancelled. Sutton Courtenay Action Group had contacted Ms. Emily Hamerton, the development manager at the Vale of White Horse District Council. Ms. Anne Morgan-Smith had produced a note of the conversation, which had been sent to the Parish Council. This indicated that the Sutton Courtenay East site could go ahead without using the land in front of the village hall, yet at the site meeting, the contrary appeared to be the case. A s. 278 agreement could not be entered into other than with the landowner. Detailed drawings had been asked for, but not yet supplied. The County Council, at the site meeting had stated that the question of drawings would be raised with the Development Manager.


RESOLVED:

that the Clerk contact the County Council and again pint out the Parish Council’s concerns regarding questions previously raised, and which remain unanswered, and pointing out that the survey should not take place without the scope being agreed.

2017/145 Vale of White Horse District Council – Local Plan Part 2

Council considered the District Council’s Local Part Part 2.


RESOLVED:

that the Council welcomed the inclusion of a policy to support the separation of parishes from the town of Didcot.


2017/146 South Oxfordshire District Council – Local Plan – Second preferred options

Council considered the South Oxfordshire District Council’s Local Plan second preferred options. It noted a proposal for 3500 houses at a site near Culham. Should this be included then there would be significant impact on Sutton Courtenay from the traffic perspective. It was imperative that the river crossing be implemented first preferably the option the furthest away from Sutton Courtenay to protect the village from traffic.


RESOLVED:

(i) this Council express concerns regarding the number of houses proposed near Culham and the impact additional vehicles would have on the Sutton bridge and rural village roads, particular in addition to the continuing growth of Didcot

(ii) that the Council express a preference for a river crossing East of Appleford.

2017/147 Strategic Planning

Council briefly referred to issues within the parish and immediate surrounding area, and considered how best to create a strategy to protect Sutton Courtenay. Comments were made regarding a bypass for Sutton Courtenay, and associated problems of attracting infill development, raising the profile of a river crossing and existing problems with the bridge over the river Thames, contacting other parishes, these thoughts fitted into a neighbourhood plan.
RESOLVED:

That the draft vision and objectives of the Neighbourhood Plan be circulated to the Parish Council by the Neighbourhood Plan group.


2017/148 Neighbourhood Plan

Cllr. Mrs. Atkinson gave an update report on the progress of the Neighbourhood Plan. Consideration was given to expenditure of £2539 plus vat for the neighbourhood plan group for professional input

into the market research aspect, initial consultation, follow up and assistance in questionnaire design and analysis of the results. The group had approached Simon Purfield in Stratford upon Avon who had been recommended by the Neighbourhood Plan Officer from the Vale of White Horse District Council to assist with these tasks.
RESOLVED:

that the neighbourhood plan steering group be authorised to spend £2539 plus vat for professional assistance with the questionnaire, its design and analysis of results.


2017/149 Oxfordshire County Council – Grass Cutting Agreement

Council noted that a new agreement for grass cutting had been received.

This provided for the Parish Council to take on the highway verge cutting arrangements within the 30 mph limit area of the parish. There would be a small payment from the County Council to the Parish Council.
RESOLVED:

that the Chairman and Vice-Chairman

2017/150 Parish Council Website

Council considered a request from Sutton Courtenay News to add its website as a link from the Parish Council’s website.


RESOLVED:

that Council agrees that the Sutton Courtenay news website suttoncourtenaynews.co.uk be added as a link from the Parish Council’s website.


2017/151 Appleford Rail Group – Footway./cycle route to Appleford Station

Council noted that the Appleford Rail Group wished to lodge its bid for funding for the footway/cycle route to the GWR community fund, in the joint names of Appleford and Sutton Courtenay Parish Councils. Council considered the proposal. It was unclear exactly who comprised the Sutton Courtenay user group. Concerns were expressed regarding a commitment to vast amount of resources. The idea depended on the degree of usefulness to the parish and on the outcome of the neighbourhood plan.


RESOLVED:

(i) that at this stage Sutton Courtenay Parish Council not be a party to a joint grant application

(ii) that more information be requested.

2017/152 Recreation Ground

Cllr. Mrs. Atkinson had checked the play equipment in the recreation ground. Unfortunately join lines where the rubber safety surfacing near the swing units had been repaired in September 2016 were splitting open. This would be reported to Sovereign Play Design who had undertaken the installation.

Council noted that a breezer type sign to indicate “grass cutting in progress and not to enter the play area” was on order.

RESOLVED:

(i) that Sovereign Play Designs be asked to urgently look at the splits in the rubber safety surface near to the swing unit.

(ii) that Cllr. Hignell undertake the play equipment inspections on a weekly basis until the June meeting of the Council.


2017/153 The duration of the meeting had been 2 hours and Council resolved to suspend standing order no. 1a in order to allow business to be continued
2017/154 Correspondence

a) Oxfordshire County Council – road closures

Certain roads in the vicinity of The Green, at the northern end of the parish were to be closed in May to allow for Virgin Media cable works to take place. The County Council had notified the clerk that the road closure have been postponed. A question was raised as to whether the County Council paid Virgin should the works not be able to proceed. This was thought not be the case.

c) Vale of White Horse District Council – Food Waste Tour Wallingford 9th May

d) Magnox sites – Harwell Stakeholder Group – Meeting 18th May

Notification that this meeting has been cancelled.

2017/155 Accounts

Council noted the list of cheques to be signed and authorised payments totalling £10378.55 in respect of administration costs, and grants.


2017/156 Items for inclusion in Sutton Courtenay News

the Clerk would prepare an article for the next issue of Sutton Courtenay news, to include reference to the white lines at the junction of Churchmere Road and The Green, and for drivers to be aware. Also to include a general note to landowners to cut back overhanging hedges and branches as overgrown footpaths and footways were a problem for pedestrians.


2017/157 Custodian Trustees - Allotment Agreement

2017/158 The Chairman moved in accordance with standing order 1c that in view of the confidential nature of the business about to be transacted it was advisable in the public interest that the public be temporarily excluded and they should be instructed to withdraw

Council discussed correspondence from Solicitors regarding the land off All Saints Lane.


2017/160 Date of Next Meeting

Council agreed that the next meeting of the Council would take place on Tuesday 6th June 2017 at 7.15 p.m. in the village hall.
