A team of Special Cell under the leadership of Inspectors Umesh Barthwal and Neeraj Kumar has apprehended a desperate, notorious and most wanted criminal namely Abdul Nasir @ Khayber Hayat, aged 26 yrs, s/o Sadaqat Hussain, r/o H.No. 1363, Gali No. 48, Zafrabad, Delhi who is a desperate and notorious murderer cum robber active in Trans-Yamuna areas of Delhi and is a listed BC of PS Jafrabad. Abdul Nasir has previously been involved in over 8 heinous cases of murder, attempt to murder, rioting and robbery. A cash reward of Rs. One Lakh had been declared on his arrest by the Commissioner of Police, Delhi. On 02/11/2013, acting upon a secret information, an elaborate trap was laid in the area of Zafrabad, Delhi and accused Abdul Nasir @ Khaiber Hayat was apprehended in a swift and professional operation at around 1330 hrs from outside his home situated at H.No. 1363 Gali No. 48, Zafrabad, Delhi.

Incident and team:

The team of Inspectors Umesh Barthwal and Neeraj Kumar was working on the dreaded and desperate Nasir-Hashim gang for the last few months. The leaders of this gang i.e. Nasir and Hashim were being hotly pursued by different units of Delhi Police but had, so far, remained elusive. The team had, after carrying out a detailed study of the profile and modus operandi of this criminal gang, developed sources and had also mounted surveillance on him. The apprehended criminal Nasir was wanted in two sensational murder cases and was carrying a reward of Rs. One Lakh on his arrest making him presently one of the most wanted criminals of the capital.

Over the past few months, the team had conducted various raids in Buland Shahar, Hapur and Ghaziabad in UP and as far as Mumbai in Maharashtra. However, he remained beyond reach. It was learnt over this period of operation that this criminal used to visit his house on a random basis and that too, very quietly, to stay for a few hours. The team developed several sources from within the neighborhood of this criminal and all these efforts finally paid off when on 02/11/2013, secret information was received that Nasir would be visiting his house for a short duration. Immediately, a team comprising of Inspectors Umesh Barthwal and Neeraj Kumar along with other staff member was deployed in the area and at 1330 hrs, Abdul Nasir @ Nasir Iqbal @ Khayber Hayat was apprehended.

During preliminary interrogation, Nasir disclosed that he had committed the murder of one Mateen along with his associate Hashim Baba, s/o Rahis Ahmad, r/o H.No. A-54, Gali No. 1/2, Indira Vihar, Mustafabad, Near Tirpal Factory, Delhi on 08/05/12. He also disclosed about his involvement in the murder of one Akil @ Don regarding which case FIR No. 254/12, U/Ss. 302/34 & 27 Arms Act had been registered at PS Jafrabad, Delhi. Hence, accused Abdul Nasir @ Nasir Iqbal above was arrested u/s. 41 (1) of Cr PC.



History

Nasir has studied up to 7th standard at the Gandhi Harijan Memorial School, Brahmpuri, Delhi. After failing in 7th standard, he dropped his studies and started his own business of jeans sewing. He ran this business for over a year and thereafter, ventured into the business of jacket sewing. Apart from this, he also got involved in distribution of cable TV connections in his locality. One Arif of Chandpur, Bijnore, who was running a small factory making emergency lights in Jafrabad came in his contact in 2004. Arif also used to supply illegal arms and ammunition procured from Western UP to the local criminals of Delhi. Nasir and Arif became good friends and soon, Nasir began taking arms and ammunition from Arif and used to sell it on his own to the local criminals for profit. In the year 2006, Nasir entered the world of crime after committing culpable homicide not amounting to murder and thereafter, he never looked back. Over the following years, he committed several sensational crimes. In the year 2010, Nasir was arrested by the Special Cell in case FIR No. 110/2010, u/s. 392 IPC along with his gang members Shamim, Chimman, Danish and others for committing a broad daylight robbery of Rs 55 lakhs. With this case, association of Nasir with the dreaded Sahmim-Chimman gang, which was involved in several daring robberies, was exposed. Nasir soon found an able partner in Hashim Baba, s/o Rahis Ahmad, r/o H.No. A-54, Gali No. 1/2, Indira Vihar, Mustafabad, Near Tirpal Factory, Delhi and they joined hands to form a prominent criminal gang. The activities of this gang came in conflict with another gang led by one Akil Mama, a notorious gangster of Trans-Yamuna area and a gang war started from 2011 onwards. Akil Mama had killed Nasir’s closest friend and gang member Atif. Nasir was planning to kill Akil Mama; however, Akil Mama was arrested by the Police for the murder of Atif and was sent to jail. To avenge the murder of Atif, Nasir along with Hashim Baba and others killed one Mohd. Matin, r/o Jafrabad who, as per Nasir, was the main conspirator behind the murder of Atif as Atif had eloped with his daughter. Nasir was wanted in the murder case of Mohd. Matin and cash reward of Rs. One Lakh was declared by the Commissioner of Police, Delhi on his arrest.



Present Cases worked out:

FIR No. 117/2012 dated 08.05.2012 u/s 302/34 IPC PS Zafrabad Delhi

In this case accused Nasir, along with Hshim Baba, Adil and others had killed one Haji Mateen, s/o Abdul Rashid, r/o C-47, Gali No. 11/3, Matke Wali Gali, Near Bilal Masjid, Jafrabad, Delhi. They suspected that Mateen had got killed their close associate Atif through Akil Mama as Atif had eloped with the daughter of Haji Mateen. To avenge the death of Atif, Haji Mateen was killed.



FIR No. 254/2012 dated 24.09.2012 u/s 302/34 IPC PS Zafrabad Delhi.

In the month of September 2012, Nasir along with his associates Kamalludin @ Kamal @ Bilal and Ashif @ Chipra had killed one Md. Akil @ Don, s/o Javed Kamal. Akil @ Don used to control the ‘satta’ market in the area and was a registered BC. A lot of money was being generated through the protection money being offered by various satta operators which saw Nasir getting interested in the same. Due to dispute over control of territory, Nasir along with his associates had murdered Akil @ Don and had established his monopoly over the trade.

  • Two accused involved in cheating the jewellers in Delhi and NCR arrested.

  • Cheated gold jewellery worth approx Rs. two lacs recovered.

With the arrest of two cheats namely Anchit Chawla, aged 27 years s/o Late Harmohinder Pal Chawla r/o H. No. 1023, Sector-79, Mohali, Punjab and Rajesh Kumar, aged 26 years, s/o Hukum Chand r/o RZ C-45, Gopal Nagar, Najafgarh, New Delhi, staff of PS Vasant Vihar, South District has worked out a recent case of cheating and recovered cheated jewellery worth Rs. 2 lacs.

Brief facts :

The complainant Sh. Vimal Jetha, owner of Jetha Bhai Zaveri at 42 MF, Basant Lok, Vasant Vihar reported that on 30/08/13, one Anchit Chawla alongwith his wife Monika Chawla and one unknown person later identified as Rajesh Kumar cheated him of gold jewellery and blue sapphire worth Rs. 4,59,900/-. They made the payment through cheques of Citi Bank, which were dishonoured by the bank. Complainant Sh. Vimal Jetha called up at the given mobile phone of Anchit Chawla but the same was found to be switched off. The address i.e. 49, Akbar Road, New Delhi provided by Anchit Chawla was also found to be fake. In this regard, a case vide FIR No. 463/13 u/s 420/34 PS Vasant Vihar was registered and investigation was taken up.



Investigation :

In order to arrest the criminals involved in such criminal activities and to recover the misappropriated jewellery, a team comprising of Inspr. Anil Sharma, SHO Vasant Vihar, SI Sunil Kumar and Ct. Sanjeev was formed under the supervision of Sh. Ramesh Chander, ACP Vasant Vihar.

During investigation, the team verified the details and descriptions of accused persons minutely to get any clue about them. During this period, the team traced one friend of accused namely Rajesh Kumar in Najafgarh who provided vital information to the team. The team further developed the information, which revealed about the movements of two accused in Juhu, Mumbai. Immediately, the team was despatched to Mumbai and made intensive hunt for the accused persons and finally arrested accused Anchit Chawla and Rajesh Kumar from there.

Interrogation :

During interrogation, both accused disclosed to have committed many such incidents of cheating in the areas of Delhi and NCR. The accused persons further disclosed that they had hatched plan to commit more cheating in Juhu, Mumbai by adopting the same modus operandi, but they were caught before its execution.

Accused Anchit Chawla disclosed that he used to gain confidence of the jewellers by impersonating himself PSO of a political leader and purchased jewellery articles of lacs of rupees by making the payment through cheque of Citi Bank, which later on dishonoured by the bank. They used to give fake address to the jewellers and used new mobile connection for each cheating, obtained on fake address to avoid apprehension. Co-accused Rajesh Kumar used to introduce himself as driver of accused Anchit Chawla. In few incidents, wife of Anchit Chawla namely Monica Chawla also assisted him with her three years old girl to gain confidence of the jewellers. It was also revealed that six months ago, Anchit Chawla had shifted to Mohali, Punjab in a rented accommodation and used to visit Delhi by air on the weekends and after commission of cheating return to Mohali on the same day. By adopting the same modus operandi, accused Anchit Chawla has cheated following renowned jewelers in Delhi and NCR :


  1. Around 5 months ago, cheated P P Jewellers, Karol Bagh of Rs. 1,27,000/- by purchasing one gold chain and bangle.

  2. Around 4 months ago, cheated Shagun Jeweller, Paschim Vihar of Rs 92,000/- by purchasing one gold chain.

  3. Around 4 months ago, cheated Bhola Son Jewellers, Gurgoan one gold chain and one gold bangle worth Rs 2,08,000/-.

  4. Around 3 months ago, cheated Mehrason Jeweller in South Ex-II by purchasing one gold chain and one bangle worth Rs 2,02,000/-.

  5. Around 4 months ago, cheated Rajmahal Jeweller, Karol Bagh by purchasing one gold chain worth Rs 92,000/-.

  6. Around 2 months ago, cheated Shri Ram Hari Ram Jeweller, behind Select City Walk, Saket by purchasing one gold chain and gold bangle worth Rs. 2 Lacs.

  7. Around 2 months ago, cheated Shri Hazorri Lal Jeweller in M. Block, Greater Kailash Market and purchased one gold chain and bangles worth Rs. around 2 Lacs.

Profile of the accused persons

  1. Achint Chawla (27 years) s/o Late Harmohinder Pal Chawla is a graduate from Delhi. He belongs to a well established business family in Delhi. He is also a basketball player of a renowned college in Delhi. After completing education, he was running a mobile phone business in Karol Bagh in which he had to bear huge loss. In order to recoup the losses, he started cheating jewellers.

  2. Rajesh Kumar (aged 26 years) s/o Hukum Chand had studied up to 10th class. Earlier, he had worked as a taxi driver and commission agent (selling and purchasing of cars). He used to accompany accused Anchit chawla in cheating by impersonating as his driver. He used to procure SIM cards for Anchit Chawla on his own identity.

Recoveries :

HIGH PROFILE GYM TRAINER/BOUNCER CUM

AUTO-LIFTER ARRESTED

With the arrest of high profile gym trainer cum bouncer cum auto-lifter namely Paramjeet Singh S/o Charanjeet Singh R/o GH-9/31 Paaschim Vihar, Delhi. Two cases of auto-theft have been solved and one Honda Activa and one Bajaj Pulsar Motor Cycle recovered from him.

After completion of his graduation from Ramjas College, Delhi University, North Campus, Delhi, he started his life as a gym trainer in multiplex gym Paschim Vihar for many years and also participated in Body Building competition at state level. Later on he joined an event Company namely Vinay Enterprises Pvt. Ltd. and worked with many Bollywood actors and actress as a bouncer. He also played a small role in the Film “Son of Sardar”. He also performed bouncer duty with the IPL and Indian Cricket Team. Later on some dispute arose with the event company and he left the job. Later on he joined a Private Security Job with Kukreja Hospital and Heart Care Hospital, Vishal Enclave, Delhi. He started stealing vehicles to enjoy a lavish life style.

INCIDENT AND TEAM INTERROGATION

On 4/11/13, HC M.M Khan No. 2330/W and Ct. Anil No. 1701/W were deployed on picket duty at Road No. 28, Shivaji College near Raghubir Nagar. At about 6.40 PM, a person on scooty No. DL-4SBQ1647 came towards Raghubir Nagar. He was stopped by the staff deployed at Picket but he tried to escape from the picket. The staff overpowered him and interrogated him. During sustained interrogation as well as information ascertained from Auto match, Police Control Room the scooty found to be stolen from the Police Station Rajouri Garden vide FIR No. 333/13 u/s 379 IPC and accused was identified as Paramjeet Singh S/o Charanjeet Singh R/o GH-9/31 Paschim Vihar, Delhi. On further interrogation another stolen Pulsar Motor Cycle No. HR 05Y 5524 stolen from PS Kalkaji vide FIR No. 424/13 was recovered from his house.

The Staff involved in good work is being rewarded suitably.

TWO DESPERATE ROBBERS ARRESTED : ROBBERY CASE OF PS KRISHNA NAGAR SOLVED : ROBBED SCOTTY RECOVERED
With the arrest of two robbers namely (1) Mohsin, aged 22 years r/o Ajmeri Gate, Delhi, and (2) Shakir @ Kalia, aged 22 years r/o Lal Darwaja, Hauz Qazi, Delhi, the central district police has worked out sensational robbery of police station Krishna Nagar.
TEAM & THE OPERATION
On 04.11.12, an information was received at PS Hauz Qazi that an accused involved in a robbery case will come at gali Shahtara. Immediately, a team comprising of Insrp. Jarnail Singh, SI Nassu Ahmed, ASI Sri Krishan, Ct Iqram Ali and Ct Suneel Kumar was constituted under the supervision of Sh. Ram Kumar, ACP/Kamla Market and a trap was laid. At the instance of the secret informer, two person were apprehended while they were standing with a scooty at the gali. On interrogation, the revealed their identity as namely Mohsin r/o Gali Shahtara, Ajmeri Gate, Delhi and Shakir @ Kalia r/o Lal Darwaja, Hauz Qazi. On further interrogation, they disclosed that in the intervening night of 01/02 Nov. 2012, they had robbery a scooty near Govind Banquuet Hall, Krishna Nagar.
On their personal search, a button activated knife and a razor was recovered from their possession. On verification, a case vide FIR No.516/13 u/s 392/397/34 IPC was found registered at PS Hauz Qazi.
Information in this regard has been giver to PS Krishna Nagar, Further investigation / interrogation in going on.
