North Carolina Voluntary Organizations Active in Disaster

Quarterly Meeting


April 19, 2016
  1. Welcome and Introductions


The meeting was called to order at 10:05 by President Ann Huffman. Attendees are listed on the attached sign-in sheet.
  1. President’s Message


Ann Huffman reported on the VAL Functions and Methods class she had attended. The community role of the Voluntary Agency Liaison (VAL) is to lead from behind. The VAL should speak the local language and know the right people to work with. The VAL will liase between the national organization and the community and work with locak organizations. The VAL should explain sequencing of benefits, foster the creation of Long-Term Recovery Groups (LTRGs), and offer the services of Homeland Security Information Network (HSIN) for voice and video conferences.
Ann also reported that NC VOAD is recruiting new members, particularly courting the local representatives of national organizations.
  1. Minutes


The minutes were unanimously approved as submitted.
  1. Treasurer’s Report


Treasurer Jere Snyder reported that $2000 in dues was received in the first quarter of 2016. $1300 has been received in the second quarter to date. Additional detail is available in the attached Treasurer’s Report. Jere reminded members that every organization is obligated to pay $100 for annual membership. He thanked those who encouraged others to join.
  1. Old Business


Ann Huffman introduced the Disaster Case Management Plan (DCMP). An explanation of its purpose was provided, and it was mentioned that it had been approved by the NC VOAD board and reviewed by FEMA representatives. Approval was moved, seconded, and approved unanimously.
Larry Marks moved a resolution recognizing Ann Huffman for significant efforts in preparing the plan. The resolution was seconded and approved unanimously.
  1. New Business


Ann Huffman introduced the other two NC VOAD officers: Bill Martin—Vice-President, and Jere Snyder—Secretary-Treasurer. Ann also announced the appointment of Daniel Altenau to complete Marti Morris’s term.
Cliff Harvell agreed to send a copy of the last plans.
Ann Huffman thanked Greg Mack for suggesting that the NC VOAD Board apply for the National VOAD State/Territory VOAD of the year.

  1. Member Organization Reports


Greg Mack, American Red Cross, reported that two Disaster Institutes had been completed, in eastern and western North Carolina. American Red Cross training is available to everyone. Courses are listed at http://redcross.org. The Red Cross has been active in the Home Fire Campaign, making sure homes have smoke detectors and fire plans. This program has seventy confirmed saves nationwide.

Wendy Pulley, NC Emergency Management, announced that Mass Fatality Tabletop Exercise (TTX) planning continues. This will be a State exercise. Wendy also revealed Warren Moore’s imminent retirement.

Jill Nothstine, Lutheran Services Carolinas, had no report.

George Strunk, Long-Term Recovery Group, is continuing to meet to research how to form local Long-Term Recovery Groups.
Cliff Harvell, North Carolina Conference, United Methodist Church, reported a transition, cutting back to half-time. The group is wrapping up the recovery from Hurricane Irene and the April 2014 tornados. The group will now concentrate on remedying substandard housing and deferred maintenance.
John Goodman, Bladen County Crisis Assistance, reported that they are getting ready for the season.
Bill Lifsey, Habitat for Humanity International, serves as the East Coast Field Coordinator. He reported that they were active in recovery from the Georgetown flooding. Their policy is to work on Habitat homes first and then aid the community. They are fortunate to have a big volunteer database.
Daniel Altenau, Catholic Charities, reported that they are working with North Carolina Emergency Management to use Disaster Case Management funds.

Cindy Becker, HOPE Animal-Assisted Crisis Response, reported weather has been calm in North Carolina. HOPE AACR has responded as part of the Military Kids Corps and during college final exams.

Anita Cline, The Salvation Army, reported activity as part of the South Carolina Long-Term Recovery. It’s been quiet in North Carolina. They are working on readiness. Anita reminded us that classes are open to all at http://disaster.salvationarmyusa.org.

Warren Moore, North Carolina Emergency Management, reported that Joe Stanton is in Atlanta working to get an NOAA housing grant. NC Emergency Management, Individual Assistance Branch is preparing for the annual exercise. This will be Warren’s last meeting as an NCEM representative prior to retirement.

Greg Palmer, Team Rubicon, serves as the engagement coordinator. Team Rubicon has been working with Habitat for Humanity and the American Red Cross on a service project.
Tim Owings, Sheep Dog Impact Assistance of Eastern NC, explained that his group consists of military and retired military first responders. The entire group is composed of volunteers
Bill Martin, North Carolina Baptist Men, reported that his group is midway through their annual training cycle. Their only active projects are out-of-state. Training is the only activity within the state.
Jere Snyder, Church of Jesus Christ of Latter-day Saints, also reported that his organization is training within the state and working on active projects out-of-state.
Rogelio Valencia, NC Department of Health and Human Services, reported that they are preparing for hurricane season.
Wally Hartman, Pilots for Christ of NC, reported that their group currently has 28 members including 11 pilots and 7 owners. They have worked on a Wounded Warriors shuttle. They’ve also worked to relocate cancer patients and mobility-limited patients. The group does not provide air-ambulance service. Wally offered the services of the group to perform aerial surveys in time of disaster.
Larry Marks, Wake Interfaith Disaster Team, reported that they have trained on chainsaw operation, chainsaw safety, roof repair and roof tarping with the NC Baptist Men. They will soon do a hands-on shelter training with the American Red Cross. They have continued to regularly present “Emergency Operations Planning for your House of Worship” to individual congregations and groups.
Phil Triplett, NC Emergency Management, Individual Assistance Branch, also participated in the VAL: Functions and Methods class reported by Ann Huffman. He observed that North Carolina is “way ahead” of other states in preparedness. Phil has also taken drone operation training for use in Preliminary Damage Assessments.
Laura Marx, United Way of NC, has prepared a white paper defining the roles of United Way in disaster.
James Kantor, Wake Interfaith Disaster Team, had nothing to add to Larry Marks’ report.
Joseph Ellen, Foursquare Disaster Relief, explained that his group gives spiritual care. They are currently training “all over the country.”
Gayle Swain, Forsyth County Emergency Management, reported completion of a tabletop exercise performed for 70 management and supervisory employees. Forsyth County EM is a member of the Forsyth County COAD.
  1. Tabletop Exercise: How to set up a MARC
    Training led by American Red Cross (ARC)


Greg Mack introduced the tabletop exercise. He introduced a few knowledgeable, experienced individuals who were stationed strategically at each of the tables. They were Tommy Gilbert and Donna Brander of UMC Disaster Relief and Rick Schou, Susan Smith, and Lee Stocks of ARC.
Exercise materials included a PowerPoint presentation, a few handouts, and a manual prepared by the American Red Cross, The Salvation Army, and Catholic Charities.
Greg also encouraged everyone to understand NC2-1-1 and know what they do. NC VOAD should develop a list of NC counties, indicating which are/are not covered by a VOAD or interfaith group. [Secretary note: A good starting point is the list here: http://ncidr.org/assets/PDFs/ltrg_directory.pdf]
Greg also offered to present this material at the local level, to the NC Emergency Management Association, and to Local Emergency Planning Committees (LEPCs).
  1. Time/Date/Place of next Meeting


The next quarterly meeting will be held on July 19, 2016 at the Emergency Operations Center in Raleigh. Ann Huffman offered thanks to Cliff Harvell for his service. Preparation was encouraged. Ten to fifteen storms are forecast for this summer.
