JOB DESCRIPTION
Independent Chair, Workforce Development Group
1 PURPOSE
1.1 The Norfolk Safeguarding Children Board (NSCB) and the Children and Young People Strategic Partnership (CYPSP) are aligning to form one consolidated Workforce Development Group, made up of partners from across the county.
1.2 All partners involved have significant responsibility towards their communities, including ensuring they keep children safe and promote their welfare. They all contribute to the wider children’s workforce.
1.3 As well as ensuring that the workforce is fit for purpose, the Workforce Development Group undertakes a number of key functions, including, monitoring and evaluating the impact of training, overseeing commissioning arrangements, ensuring priorities are taken forward through workforce development and building a resilient workforce.
1.4 The functions / activity strands of the Group – depicted below - interact with each other and are connected in multiple ways, rather than existing as separate ‘columns’ or as a linear process.

1.5 From 2016, the merged Workforce Development Group will have both strategic and operational oversight of the children’s workforce and report to both Boards (NSCB and CYPSP) as appropriate.
2 SCOPE OF THE POST
2.1 The Chairperson of the Workforce Development Group (WDG) will chair a multidisciplinary group of professionals. It is envisaged that the membership of the WDG will compromise both standing members representing relevant statutory and voluntary agencies and also co-opted members who will provide the skills and resources to address specific issues arising.
2.2 The Chairperson will chair a minimum of four meetings per annum and allow at least another four days to prepare for and follow up on the meetings.
3 ACCOUNTABILITY
3.1 The Chairperson will be accountable to the Chair of the Norfolk Local Safeguarding Children Board.
3.2 The Chairperson will report annually on workforce development activity undertaken within the financial year and provide recommendations as appropriate.
4 THE CHAIR’S AIMS AND OBJECTIVES





  • Play a role in the design and review of the workforce development strategy




  • Build strong relationships with partners in order to deliver an effective workforce development strategy




  • Work with agencies to understand their workforce development plans/data/needs analyses and support WDG members and key colleagues to use the Joint Strategic Needs Analysis (JSNA) and other data sources to support targeted workforce development




  • Demonstrate an awareness for cultural and local diversity and how the workforce can best respond to diverse needs




  • Develop links with other workforce development groups in Norfolk to streamline training activity, reduce duplication and identify any gaps






5 PRINCIPLE DUTIES AND RESPONSIBILITIES
5.1 The Chairperson will work closely with the NSCB Business Manager and Norfolk County Council’s Human Resources partner to set the agenda and ensure that all actions are followed through by partners. Key to this is holding partners to account for their workforce development commitments.
5.2 The Chairperson will regularly review any emerging learning coming out of local and national serious case reviews and/or child deaths to ensure that workforce development is aligned to systems learning.
5.3 The Chairperson will work with partners to identify strengths and weaknesses in both single agency and multi-agency training programmes. This includes reviewing and overseeing the effectiveness of the NSCB multi-agency training contract. Where appropriate this will be fed back into Section 11 challenge days.
5.4 The Chairperson will, with the NSCB Workforce Development Officer, oversee the collation and analysis of all data relating to training, and be responsible for identifying those issues that may either impede or facilitate access to training.
5.5 The Chairperson will, with the NCC HR Partner, oversee the collation and analysis of all data relating to recruitment and retention within the council and will require external partners to provide similar information for sharing.

5.6 The Chairperson will communicate to relevant professionals within the children’s workforce and beyond relevant themes or areas of concern where there are gaps in the training or recruitment and retention strategies. These communications will be reported to the respective Boards through exception reporting.


5.7 The Chairperson will provide the NSCB’s Performance, Improvement and Quality Assurance Group with quarterly reports on the impact and outcomes of the work of the WDG.
5.8 The Chairperson will attend relevant Board meetings on request.
5.9 The Chairperson will work with partners to ensure that the Terms of Reference adhere to national guidance and accord with the governance structures of the NSCB and the CYPSP.
5.10 The Chairperson will be available to respond to any enquiries from Ofsted regarding the impact and effectiveness of the WDG.


6 FLEXIBILITY CLAUSE
6.1 Other duties and responsibilities which arise from the nature and character of the post are implied.
7 TERMS AND CONDITIONS
7.1 The appointment will be subject to a period of six months’ probation and reviewed every three years.
7.2 The Chair will be accountable to the NSCB and CYPSP.
7.3 To ensure that the WDG meets its statutory duties and requirements, the responsibilities of the post will be reviewed annually by the NSCB Chair.
7.4 It is anticipated, that the above duties and responsibilities will be carried out over no more than 12 days over a 12 month period. Any additional days will be by agreement.
7.5 Any conflict of interest must be declared on application.
PERSON SPECIFICATION:WDG INDEPENDENT CHAIR (all criteria are essential)





Skills, Knowledge & experience




1

The Chairperson will have knowledge and experience of the wider children’s workforce




2

The Chairperson will have been a senior practitioner/manager with experience of chairing multi agency groups and panels




3

They must have an excellent understanding of the principles and practice of safeguarding children and talk with confidence about all facets of the children’s systems




4

They should have experience of inter agency safeguarding strategies and a commitment to working closely with any workforce development groups that are already established both in Norfolk and regionally




5

Knowledge of recent developments in health and social care, and of the legislation and relevant research




6

Experience of efficiently chairing complex professional meetings at a senior level




7

Organisational abilities sufficient to ensure the smooth operation of the WDG, with appropriate delegation to the LSCB staff team




8

Good written and oral skills, and the ability to speak in public, sufficient to represent the NSCB/Norfolk County Council effectively to the media
