Introduction
Excellent performance and safe operations are essential goals of a top performing
transmission owner and operator. ITC takes a proactive approach to safety and is committed to
providing a safe workplace for all employees and contractors.
Onsite safety observations are conducted regularly by our Safety Specialists as well as by an independent third
party safety consultant. ITC’s third party auditors hold certifications as Certified Safety Professional (CSP) or
Certified Safety and Health Manager (CSHM). Meetings are held regularly with safety specialists and contractor
safety leadership to discuss safety performance and areas in which improvement is necessary.
The ITC Safety Handbook available to all ITC employees and contractors. The ITC Safety Handbook serves as
a guide to ITC’s expectations and supported by referenced procedures.
ITC requires that
all incidents causing injury, property damage or power outage be reported promptly to our
Operations Control Room and Manager of Safety. Near Miss event details are reported to Manager of
Safety for
appropriate distribution. Investigations are conducted to determine the factors causing and contributing to the
event. Results of the investigations are communicated to appropriate groups in a timely manner and corrective
actions are implemented.
Customer and public safety is also important. Safety in this context is a consideration in the design, construction
and overall operation and maintenance of the system, and includes being compliant with all applicable
regulatory requirements.
Maintaining and improving the safety program is important. A few examples of how ITC works to maintain and
improve its safety program include:

Pre-qualification of all contractors working on ITC property;
•
Review of contractor safety program, including contractor management
processes and methods
•
Holding annual safety meetings with employees and contractors, including “contractor safety forum”
and “safety summit”
•
Requiring pre mobilization meeting to address potential safety hazards prior to beginning capital
construction work; and
•
Conducting announced and unannounced safety observations of field work.
The true measure of the effectiveness of these activities is actual performance. ITC continues to demonstrate
that it is not only a top performing transmission owner and operator, but that safety is integral to ITC’s culture of
operational excellence. Amid active capital and maintenance initiatives, ITC sustains a safe work environment
for its employees and contractors as substantiated by the EEI (Edison Electrical Institute) Safety Survey in
which ITC continues to be ranked as a top safety performer among all EEI companies.
ITC’s safety record is excellent and maintaining that record is a top priority. ITC’s safety performance regularly
ranks near the top in the industry compared with peers that participate in the EEI Safety Survey. The EEI
Survey is an annual assessment that provides the largest source of data on safety in the electric industry. It
provides data on safety incident rates, including an analysis of data from transmission and distribution systems.
The goal of the survey is to assist safety programs through cross-company comparison of safety data. Notably,
ITC includes the safety performance of its single-sourced field operations and maintenance contractor when
reporting safety data to EEI. ITC includes this data, in addition to that for its employees, to ensure a valid and
relevant comparison with other participants in the survey.

Section 1: General Requirements
General Duties
Safety considerations are an important part of our daily lives. Not only for our individual
protection, but for the protection of others especially in the workplace. It is ITC’s intent to provide a
safe and healthy work environment for all personnel, and ensure that workers have the knowledge,
skills, and equipment necessary to perform their job.
This safety manual is the guiding document of ITC’s Safety Program. All personnel conducting work or business
on ITC properties shall be responsible for adhering to the guidance set forth in this handbook. Questions about
the content of the manual should be directed to your supervisor or Safety representative.
All personnel have the right to question a perceived careless or unsafe work practices.
Incident
Reporting
Contractors shall notify ITC’s Transmission System Coordinator (TSC) and ITC’s Safety Manager, of any
injuries and/or accidents involving ITC property and resources. ITC employees are to follow the guidelines set
forth in ITC procedure SAF-077.
All near misses and/or adverse events shall be reported to the Safety Department.
