AIHA-NCS Developing World Outreach Initiative

Meeting Minutes

Date: December 13th, 2012 (Thursday)

Time: 4:00 pm – 5:00 pm, teleconference call
Meeting Minutes

  1. Welcome - Richard Hirsh. Attendees: David Hornung, Taner Pamuk, Nina Townsend, Perry Gottesfeld, Mike Horowitz, Karen Gunderson, Garrett Brown

  2. November 1st meeting minutes approved




  1. Committee Reports

    • Request/Response - Reference Materials - David Hornung

      1. Inventory Update – the inventory of reference texts needs to be updated and the current books need to be reorganized into new boxes. Taner Pamuk, Mike Horowitz and Garrett Brown indicated they would be willing to assist David Hornung.

      2. Search for new chairperson- still no volunteers willing to take over David’s role.

      3. Status on Turkey, Bhutan, Tanzania, India, Ghana shipments. David indicated that he plans to organize and ship the ISGUM order to Turkey and received their address after the meeting. He will also look for silicosis books for the shipment to India. No other shipments are currently planned this year. After the meeting, David indicated that $1400 of the $2000 AIHA grant was spent already this year. Garrett, Richard, and David agreed to spend the necessary funds to send the shipment to Turkey.

      4. Update on communication with AIHA on top electronic publications - David Hornung indicated that he has now received 5 downloaded AIHA publications in pdf format along with electronic chapters for the Occupational Environment - Its Evaluation, Control and Management (white book) reference text. He will be making these references known to past recipients and advertise them in the updated inventory. Here is the list of books:

        1. A Strategy for Assessing and Managing Occupational Exposures

        2. Industrial Hygiene Reference and Study Guide

        3. The Noise Manual - 5th edition

        4. Toxicology Principles for the Industrial Hygienist

        5. Welding Health and Safety- A Field Guide for OEHS Professionals

        6. The Occupational Environment: Its Evaluation, Control, and Management (white book)

      5. Update on equipment donation from Lauren Geddes, IH with Gulfstream Aerospace Corporation. The equipment was shipped to Rich Hirsh who will transfer it to Karen Gunderson on 12/16 for return to Indonesia. (Complete)

      6. Karen Gunderson is contacting Randy Cook on the status of SKC servicing the donated of pumps for Jakarta.

    • Publicity/Fundraising – Rich

      1. Finance Update – Rich reported that we have approximately $11,100 available to DWOI including $3494 with NCS, $6350 from David Kahane’s donation, and $1250 available in the MSSHN New Ways to Work account. We also have $5300 potential funds if our AIHA project proposals for training, book shipments and technical projects in 2013 are funded in late January.

      2. Two DWOI Monitor Newsletter articles were published in the latest edition. The COEH Bridges winter newsletter will also feature a story about DWOI.



    • Liaison Committee update (Garrett)

      1. Karen Gunderson updated the group on her activities. She has completed training staff on the newly donated equipment from SKC at the University of Indonesia. Students have now translated some of the OHTA modules. She worked with Darisman at LION to submit an RFP for a project in Indonesia and she wants to set up a meeting between LION and the University on asbestosis. She also plans to meet with Garrett during her visit to the US to discuss establishing a non-profit in Indonesia.

      2. RFP Project – the grant committee of Perry Gottesfeld, David Zalk and Nina Townsend reviewed over 25 proposals from NGOs and Universities in 8-10 countries and ranked them. The top three proposals were in ranked order:




  1.  Univ. Nairobi - Kenya – Evaluation of airborne and blood lead levels in lead acid battery recycling and manufacturing plants in Kenya after implementation of recommendations.

  2. BPBS – India - Short term intervention to assess Occupational Lung Safety status among Decentralized Power Loom Weavers and awareness generation

  3. JRP – India - Proposal for Reducing Silica Exposures and Occupational Health Hazards from Stone Crushing Mills in Orissa

In addition, the subcommittee identified three additional proposals worthy of support if funding permits. Consensus was reached by DWOI members to fund the top 3 projects with available funds at $2000 each. We will wait until we hear about AIHA funding for 2013 to consider funding the additional highest ranking proposals from Afghanistan, India and Indonesia. There was also one long term proposal for Uruguay on OHTA development which will be considered next year under the training grant.
The next step in this process will be to develop grant agreements with each party and specify expectations on reporting project progress and summaries back to DWOI. We also have some due diligence follow-up with recipient #2 (BPBS in India). We will notify the top three finalists of their award and provide them with a written grant agreement to execute., We will also notify #4, 5 and 6 that they are finalists that may be eligible for a grant if funds become available in the next 2-3 months after we receive notification on availability of AIHA funding (expected in late January). In addition, we will send rejection notes to the other submitters.



      1. Training course sponsorships – Garrett Brown discussed options for funding up to 4 different groups for training grants and the group reached consensus on the following trainings:

  • Association for the Rights of Industrial Accident Victims, Hong Kong = $500 - OHS Basics Training for Union Leaders

  • Self-Empowerment Center, Chongqing City, China = $500 - Training seminar on occupational safety and health laws to enhance awareness of the rights of migrant workers,

  • Occupational and Environmental Health Network, India = $1,000  - Silicosis Victims – Justice and Rehabilitation

  • MLPC, India = $640 for a Legal workshop to strategize for informal Mine workers and Legal Intervention. Later information confirmed this is the same group who submitted a grant proposal. So DWOI will fund the training grant now, and possibly the project grant later.




    • The next meeting is scheduled for Thursday, January 31st at 4 pm. Note new time!
