MINUTES – FALL TIMBER SALE
MONDAY, DECEMBER 14, 2015
– 9:00 A.M.
FOREST, PARKS & RECREATION/LAND INFORMATION SYSTEMS SUBCOMMITTEE OF
OCONTO COUNTY BOARD SUPERVISORS

COMMITTEE PRESENT: Greg Sekela, Judy Buhrandt, Al Stranz, Richard Nelson (left meeting at 11:33 AM)

COMMITTEE ABSENT: Robert Pott, excused

OTHERS PRESENT: Robert Skalitzky, Forest & Parks Administrator; Michelle Seefeldt, Application Support; Lee Rymer, County Board Chair; Joe Reinhard, Town of Abrams; Ryan Wendt, Town of Brazeau; Marshall Giese, logging contractor; Cheryl Mick, Corporation Counsel; Tanya Peterson, County Treasurer


  1. TIME MEETING BEGAN: 9:00 AM



  2. Approval of Agenda
    A. Change of Sequence: Moved by Nelson, seconded by Stranz to move #7 to 3a. Motion voted on and carried.
    B. Removal of Items
    Moved by Stranz, seconded by Buhrandt to approve the Agenda with change. Motion voted on and carried.


  3. Open, Announce, and Compile Timber Bids for Timber Sale 9:00 a.m.
    Timber Sale bids opened and announced by Chairman Sekela.

    3a. (From item 7) Meet with Corporation Counsel to discuss Tax Deed Property.


    Corporation Counsel was present to discuss tax deed parcels #008-58250113E and 008-58250113D. Corporation Counsel will be the main contact on this issue and will report back on January 6, 2016.



  4. Bids to be Tabulated and Returned After Checking Validity of Bids, Possible Closed Session Under SS 19.85 (1)(E) to Determine the Competitiveness of Bids and (F) Considering Financial History of Specific Possible Bidders
    Moved by Stranz, seconded by Buhrandt to award the sales to the highest bidder, with F1 and F8 not being awarded. Motion voted on and carried.



  5. Meet With Interested Timber Producers Regarding Oconto County’s Regulations and Policies, Issues, Concerns, or Current Trends in the Forest Industry – None present.



  6. Meet With Interested Town Representatives Regarding Timber Sale Questions or Concerns
    Joe Reinhard, Town of Abrams, would like the Committee to consider removing trees 50 feet from the center line on the south side of roads for winter safety reasons. Discussion occurred and Committee would like more information on subject.

    Ryan Wendt, Town of Brazeau, was present to discuss town weight restrictions on Butler Rock Road. Committee would like Town to work with loggers on this subject. Committee offered to be responsible for Lost Lake Road and Pete DeFoure Road.





  7. Meet with Corporation Counsel to discuss Tax Deed Property (9:30 – 10:30 AM)
    Item moved to 3a.



  8. Buy Back of Tax Delinquent Property – Michael Stanley
    Moved by Stranz, seconded by Buhrandt to approve buy back for parcel #022-59080081F for Michael Stanley in the amount of $4,926.03. Motion voted on and carried.



  9. Meet with Marshall Giese
    A. Timber Sale Contract 177-09: Discussion with contractor, Marshall Giese. Moved by Stranz, seconded by Nelson to extend Sale #177-09 to March 30, 2017 with the following conditions:
    1) Sale is converted to a lump sum sale;
    2) Full amount of $29,261.10 paid by December 30, 2015.
    3) Letter of credit extended to March 30, 2017.
    Motion voted on and carried.

    B. Timber Sale Contract 195-10: Moved by Stranz, seconded by Nelson to extend Sale #195-10 to March 30, 2017 with the following conditions:


    1) Sale is converted to a lump sum sale.
    2) Full amount of $19,241.25 paid by December 30, 2015.
    3) Letter of credit extended to March 30, 2017.
    Motion voted on and carried.



  10. ATV/UTV Winter Policy
    Discussion. Not open due to trail conditions (not frozen).



  11. 2016 Online Camping Administration Fee
    Moved to Stranz, seconded by Buhrandt to charge a $3.00 administrative fee on all credit card transactions. Motion voted on and carried.



  12. Vacation Carryover Requests
    Requests to approve additional vacation carryover in excess of one week.
    A. Dave Borisch – 15.5 hours
    B. Jim Oninski – 39.5 hours
    C. Mark Pethke – 40 hours
    Moved by Buhrandt, seconded by Stranz to approve these carryover requests. Motion voted on and carried.



  13. Forest & Parks Administrator’s Report: None.



  14. Informational Items Only: None.



  15. Adjournment
    Moved by Buhrandt, seconded by Stranz to adjourn. Motion voted on and carried. Adjourned at 1:35 PM.
